Second, the existing problems and reasons
First, due to financial difficulties, it is difficult to implement the matching funds for water conservancy projects, resulting in some key construction projects not being completed on schedule. Due to the shortage of funds in the early stage, it also affects the project declaration and the fight for funds. Second, the flood control standard of river dikes is low, and the hidden dangers of reservoir flood control are prominent; There are still 19 km without dikes in Pingchuan section of the main stream of Hanjiang River, and more than 40 hidden dangers need to be rectified urgently. 14 main tributaries are basically undefended, and 106 small reservoirs are obviously in danger and need to be rectified urgently. The ability of monitoring and early warning is insufficient, and the information sharing mechanism has not yet formed; Heavy rainfall and flash floods have occurred many times this year, which fully exposed the problems of lagging water conservancy construction, weak water conservancy infrastructure and low ability of disaster prevention and mitigation in our city. Thirdly, to control sand mining in rivers needs to further integrate the government's law enforcement forces and strengthen law enforcement. Fourth, the fishery production capacity is still relatively weak, and the fishery-related policies and regulations focusing on the development of giant salamander are not suitable for the development reality.
