Notice on making and broadcasting health programs well
Lead: In order to publicize discipline seriously and standardize the broadcasting order of health programs, relevant matters are hereby notified as follows. The following is the notice I collected about making and broadcasting health programs. Welcome to reading.

First, attach great importance to the standardized management of TV health programs. TV health programs are a reasonable part of TV publicity. Spreading health knowledge and scientific common sense of disease prevention, control, treatment and health care to the public through expert authoritative answers is helpful to meet the information needs of the broad masses of the people and improve their awareness of health and disease prevention. It is the performance of TV media to fulfill their social responsibilities. Standardizing the production and broadcasting of TV health programs and strengthening the examination of contents and forms are of great significance for popularizing health knowledge, safeguarding the legitimate rights and interests of the people and enhancing the social credibility of TV media. Television stations at all levels should adhere to the media function and social responsibility, always put social benefits in the first place, earnestly strengthen the standardized management of all aspects of health program production and broadcasting, and constantly improve the content quality of health programs.

Second, strengthen the review of health projects. TV health programs can only be planned and produced by TV stations, not by social companies. Any TV station that does not have the conditions in terms of expert resources, program funds, production capacity, etc. shall not blindly follow the trend to produce health programs. Encourage excellent health programs produced by satellite integrated channels to be broadcast on terrestrial channels.

Health programs should provide true, scientific, practical and authoritative information for the general audience, and should not exaggerate or make false propaganda to mislead the audience. To do the following:

(a) the host must obtain the qualifications of announcer and host, and hold relevant certificates according to law. In hosting, we should effectively control the progress of the program and guide the guests to introduce relevant knowledge around the theme. Actors and celebrities are not allowed to host health programs.

(2) To hire experts in medicine, health care and nutrition as guests, the guests must have professional titles and qualifications recognized by the health administrative department at or above the provincial level, and give truthful hints in the program.

(three) the opening of the audience consultation hotline should be based on the application of this station or this channel, and can only be prompted at the end of the program. Phone numbers or other contact information should not appear in the program.

Three, it is strictly prohibited to publish advertisements in the form of health programs. Health plans should focus on introducing scientific knowledge such as disease prevention, control, treatment and health care. The following disguised advertising behaviors are strictly prohibited:

(a) directly or indirectly promote drugs, health products, food, medical devices or medical institutions and other products or services.

(two) directly or indirectly publicize the therapeutic effect of the above products or services, or express or imply the therapeutic effect by publicizing the functions of some components in the products.

(three) express or implied cure rate, effective rate, health care effect and other contents indicating curative effect.

(4) Taking doctors, experts, audience, patients, public figures or scientific research institutions, academic institutions and medical institutions as proof of products or services.

(5) midway through the program? Column hotline? In other forms, publicize or prompt contact telephone number, contact information, address and other information.

(six) other violations of relevant laws, regulations and rules.

All health programs or other disguised advertising activities containing the above contents shall be recognized as commercial advertisements, and shall be managed in strict accordance with the advertising management regulations such as the Measures for the Administration of Radio and Television Advertisements.

Four, the establishment of health programs for the record management system, satellite integrated channel broadcast health programs, to 20 working days in advance, the production subject, program content, broadcast time, broadcast time, host qualification, guest qualification, hotline qualification and program related advertising arrangements, etc., reported to the provincial radio and television administrative departments for the record before broadcasting (see Annex for the record table). The provincial radio, film and television administrative departments should carefully verify the filing of health programs of satellite integrated channels within their jurisdiction, and report to the Media Department of the State Administration of Press, Publication, Radio, Film and Television for filing within 10 working days after agreeing to file. If the filing content does not meet the requirements of this notice, it shall be instructed to immediately rectify and re-file. If the recorded health programs change, it is necessary to go through the registration procedures again. Health programs that have not been recorded shall not be broadcast. Health programs on terrestrial channels should also be strictly supervised and managed.

Verb (abbreviation of verb) strictly investigates all kinds of illegal acts. All provincial radio, film and television administrative departments should strengthen supervision, strictly follow the requirements of this notice, and conscientiously do a good job in the record verification, daily supervision and illegal investigation of health programs within their respective jurisdictions. If there is any violation, it shall be ordered to immediately stop the violation and make rectification within a time limit. For those who refuse to make rectification or rectification is not in place, admonishing conversation and informed criticism should be given according to the seriousness of the case until the broadcast of health programs or commercial advertisements is suspended and exposed to the public.

This Notice will be officially implemented from next year 1. After receiving this notice, the provincial radio and television administrative departments shall immediately forward it to the relevant units within their respective jurisdictions for compliance.
