Prohibition of livestock and poultry breeding refers to prohibiting any unit or individual from breeding livestock and poultry within the prescribed scope in accordance with laws, regulations and administrative rules; Livestock and poultry farms that have been built in the forbidden areas shall be ordered by the people's government at the county level to relocate or close within a time limit.

No-farming areas are farms above designated size or farms with pollutant discharge prohibited by law, not all farming activities. Standardizing the demarcation and management of no-breeding areas and putting an end to the simple practice of replacing pollution prevention and control of livestock and poultry breeding with cleaning are the requirements for realizing the harmonious and unified development of livestock and poultry breeding and environmental protection. According to the Animal Husbandry Law and the Regulations on Prevention and Control of Pollution in Livestock and Poultry Breeding, it is forbidden to build farms with a scale higher than that determined by the provincial government in drinking water source protection areas, core areas and buffer areas of nature reserves, scenic spots, urban residential areas, cultural and educational research areas and other prohibited areas stipulated by laws and regulations. The primary purpose of designating no-farming areas is to prevent environmental risks, such as drinking water source protection areas. Once pollutants leak from large-scale farms, it will lead to serious pollution consequences and huge losses. At the same time, large-scale farms produce a lot of manure and urine, and the malodorous gas discharged will affect the production and living environment. Therefore, it is forbidden to build farms above designated size in densely populated areas such as urban residential areas. In addition, in order to prevent damage to the landscape, environment and ecosystem of scenic spots, it is forbidden to build large-scale farms in the core areas and buffer zones of nature reserves and scenic spots. It should be noted that farms above designated size or farms with pollutant discharge are prohibited in prohibited farming areas according to law, and not all farming behaviors are prohibited. Under the banner of environmental protection, it is not uncommon to squeeze and restrict the development of livestock and poultry breeding, including pigs, by delineating prohibited areas. For example, in some places, 200 meters and 500 meters around all rivers, lakes and reservoirs are designated as prohibited areas, some areas along railways and highways are designated as prohibited areas, and natural villages are designated as prohibited areas. Some counties and districts have also created "pig-free counties", which makes farmers misunderstand the environmental protection policy and think that environmental protection means prohibiting pig raising. It is even more common to say that "environmental protection is prohibited" and "environmental protection is eliminated" Therefore, at present, it is necessary to further clarify the concept, demarcation standards and management requirements of no-support areas, further standardize the delineation and management of no-support areas, and guide and promote local governments to resolutely and quickly abolish the no-support provisions beyond the scope stipulated by laws and regulations.
