The Guiding Opinions clearly stipulates that the medical expenses such as medicines, medical devices and medical consumables purchased by the insured and their spouses, parents and children at designated medical institutions and pharmacies can be reimbursed by the personal account of the insured's medical insurance card. In other words, the insured, parents, spouse and children can use the personal account of the insured's medical insurance card, so the whole family can use the medical insurance card.

However, the Guiding Opinions also clarify the right to use employee medical insurance personal accounts, and employee medical insurance personal accounts cannot be used for expenses not covered by basic medical insurance, such as public health expenses, physical health or health care consumption. It can only be used for reimbursement of normal medical treatment and drugs purchased by designated pharmacies.

Difficult and expensive medical treatment has always been an important livelihood issue that the country has been inspirational to solve. Many family members only have the most basic old-age insurance and the lowest medical insurance, and they can't go to the hospital for reimbursement. As soon as this policy is introduced, the employee medical insurance card can be used by the whole family.
