(1) The high crystalline silicon project conforms to the national industrial policy, land use policy and industry development plan, and the minimum capital ratio of new and expanded projects is not less than 30%. Strictly control the construction of new polysilicon projects in areas with energy shortage and high electricity price, and refuse to approve or put on record polysilicon projects that lack comprehensive facilities and do not meet safety, health and environmental protection standards.

(2) No new high-crystalline silicon projects shall be built in legally established areas with high environmental requirements, such as basic farmland protection areas, nature reserves, scenic spots, drinking water source protection areas, residential areas, sanatoriums and food production areas, and within 1 000 meters around sensitive areas of key ecological functional areas planned by the state or local governments. The high-crystalline silicon projects that have been put into production in the above-mentioned areas should be gradually withdrawn according to the relevant planning of the area through legal relocation and production suspension.
