With the popularization of GAP standardized planting, the standardized and scientific level of key varieties developed in the county has been significantly improved. Fourth, the policy system and service system to support the production of Chinese herbal medicines have been gradually established. The county party committee and government issued the seed and seedling subsidy policy in document [2004] No.86 to support and encourage the production of Chinese herbal medicines. In 2005, the subsidy area was 7,206 mu, and the subsidy funds were directly distributed to farmers of 428,800 yuan, involving 344 drug farmers, with an average household level of 1246.5 yuan. The county forestry bureau is inclined to plant woody medicinal materials in the implementation of the policy of returning farmland to forests. While continuously increasing technical services, the county pharmaceutical industry office devoted itself to the construction of service system, introduced foreign enterprises, and established "Li Shizhen Daodi Chinese Herbal Medicine Co., Ltd." to undertake the construction of seed and seedling bases of Chinese herbal medicines, carry out contract planting, collect all Chinese herbal medicines that cannot be sold by drug farmers, and resolve the planting risks of drug farmers.

3. The market prospect of Chinese herbal medicines is promising. Li Shizhen Health Oil Co., Ltd. takes the main components of Perilla frutescens, a Chinese herbal medicine in Qichun, as nutritional elements and edible oil as carrier to produce the first products of the torch plan in China-Perilla capsule and Perilla health oil, with an annual output value of 50 million yuan. Li Shizhen Biotechnology Co., Ltd. takes Chinese herbal medicines as the main raw materials to produce health care products such as Tung Tree, Tiancong No.1, liquid calcium and propolis. The production capacity is 6,543.8 billion yuan. Li Shizhen Traditional Chinese Medicine Biotechnology Co., Ltd. develops and produces nourishing health drinks, Li Shizhen Liquor Co., Ltd. produces Li Shizhen nourishing wine, and Li Shizhen Health Belt Factory produces Li Shizhen health belt and health pillow. These enterprises have begun to take shape and their products are sold all over the country.

The chemical and pharmaceutical industries are in the ascendant.

At present, there are seven chemical and pharmaceutical enterprises, mainly producing ultraviolet absorbers and pharmaceutical intermediates, with a total production capacity of 600 million yuan.

The development of pharmaceutical industrial clusters in our county has three main characteristics:

(a) has a profound cultural heritage. Qichun has been a distribution center of Chinese herbal medicines in the middle and lower reaches of the Yangtze River since ancient times. The drug market in qi zhou described by Lu You, a poet in the Southern Song Dynasty, is "the street is forty miles long, there are countless drug stores and many boats berthing at the shore". There is a reputation in history that "all herbs are medicines, and everyone knows medicines". There are many famous doctors here. Pang Shi 'an, Li Shizhen, Wan Mizhai and Yang are also called the four famous doctors. Professor Gao Hui Yuan, Premier Zhou Enlai's health care doctor, is from Qichun. Qichun is very suitable for planting Chinese herbal medicines because of its superior nature, geography, climate and environment. Among the Chinese herbal medicines listed in Compendium of Materia Medica, there are more than 700 kinds in Qichun alone, among which Agkistrodon acutus, tortoise, bamboo and mugwort are called "Four Treasures of Qichun". In order to promote the medical culture in Li Shizhen, the Li Shizhen Medical Festival, sponsored by the provincial government and undertaken by the Qichun county government, has been successfully held for five times, and the 14th medicinal materials fair has also been held. Taking the festival as an opportunity, we held large-scale academic activities 10, and published more than 10 books for doctors and 28 academic monographs on traditional Chinese medicine, which expanded Qichun's popularity and the influence of traditional Chinese medicine culture in Li Shizhen.

The pharmaceutical industry cluster in our county has formed a pattern of planting, processing and market circulation of Chinese herbal medicines, which has avoided the overlapping of markets, low-level and low-grade repeated construction and vicious competition, and promoted the coordinated and rapid development of the whole industrial cluster and enterprises.

(3) It has a good soft environment for development. In order to strengthen the guidance, coordination and service for the development of pharmaceutical industry clusters, the county party committee and county government set up the pharmaceutical work office as a part of the government. On behalf of the county government, the office exercises the management and coordination functions of the development of the pharmaceutical industry, and undertakes the obligation of guidance and service on behalf of the pharmaceutical industry association. At the same time, the county has issued a series of preferential policies for attracting investment, especially for the development of the pharmaceutical industry. The provincial government regards Qichun as one of the three major pharmaceutical industry development zones supported by the province.

At present, the pharmaceutical industry clusters in our county are mainly distributed in Chengdong Industrial Park and Yinshan Pharmaceutical and Chemical Park, and the infrastructure construction of the park has been included in the key support projects of the Provincial Development Bank. These two industrial parks are being gradually integrated into Li Shizhen Pharmaceutical Economic Industrial Park approved by the provincial government according to the spirit of relevant national and provincial documents. On the premise of using land in accordance with the law, standardizing land use and saving land, strictly control the entry of projects into the park, resolutely prevent projects with high energy consumption and high pollution from entering the park, provide land according to the scale, level the projects, and ensure that they are not idle or wasted, and recruit one, build one and become one. At present, 12 enterprises have entered the park with an investment of 500 million yuan.

Taiwanese businessmen are very moved and regard this place as his second hometown.

(5) Take scientific and technological innovation as the driving force to enhance the independent development ability of the industry. In the process of developing industrial clusters, we attach great importance to scientific and technological innovation. Li Shizhen Pharmaceutical Group hired Professor Tsinghua University as the technical consultant to comprehensively design the development of pharmaceutical industry in Li Shizhen and the promotion of pharmaceutical culture in Li Shizhen. Its workshop design, production line design, process design and management mode design are all carried out by domestic first-class design units. We have formulated short-,medium-and long-term development plans for pharmaceutical industrial clusters, encouraged the establishment of pharmaceutical enterprises, attracted investment, encouraged existing pharmaceutical enterprises to adopt standards and create brands, attracted outstanding talents, increased export to earn foreign exchange, adopted advanced technologies, developed new products, saved energy and reduced consumption, and so on, so as to guide various production factors to tilt and gather in pharmaceutical industrial clusters. County leaders attach great importance to all kinds of problems in the development of pharmaceutical industry clusters, and always go to the scene in time to investigate and solve problems in time. In the case of tight power supply, we take power supply as a means of regulation, with the focus on giving priority to the enterprises in the pharmaceutical industry cluster. The second is to improve infrastructure. In addition to squeezing out funds and strengthening infrastructure construction, our county has also strengthened the construction of professional markets in light of its own reality. Zhejiang Xianghai (Group) Co., Ltd. was introduced to build the Li Shizhen Chinese Medicine Port project, and it is planned to move the qi zhou Chinese medicine professional market approved by the state to a place closer to the core area of the pharmaceutical industry cluster. A column of pharmaceutical industry cluster was set up on Qichun e-government website to publicize the development trends of the cluster and disseminate all kinds of information internally, providing a platform for the development of pharmaceutical industry cluster to connect with the market. The fourth is to optimize the service environment. We strive to enlarge and strengthen industrial clusters, rectify and standardize the market economic order, effectively reduce the burden on enterprises, and create a good soft environment around the legal environment, policy environment, integrity environment, humanistic environment, administrative environment, public opinion environment and public service environment. In terms of optimizing the policy environment, we have introduced flexible preferential policies to support pharmaceutical industrial clusters according to the total investment of enterprises, technical content, market capacity, profit and tax increment and the driving effect on county economy. Implement "one enterprise, one discussion", that is, one enterprise, one project, sign an agreement and make a summary, so that our policies can meet the requirements of different types of investors to the maximum extent. In optimizing the service environment, we will implement one project, one special class and full-time nanny service. Enterprises do their own things inside the wall, and we are responsible for things outside the wall. In the aspect of optimizing the legal environment, the enterprises in the pharmaceutical industry cluster area will be guaranteed to issue cards on the market. The development momentum of pharmaceutical industrial clusters in our county is very good, but compared with the industrial clusters in developed counties and cities, it is still in a relatively backward stage. We will make use of this meeting, learn from the experience of developing industrial clusters in various places, base ourselves on the characteristics of our county, clarify the development goals, increase work measures, improve the industrial chain, establish and improve the service platform for industrial cluster development, and make our county pharmaceutical industrial cluster into an industrial cluster with regional characteristics, strong competitiveness and great influence in the country.
