—— Investigation on the Economic Development of Huoshan County
Focusing on how to accelerate the development of county economy under the new situation, we have recently conducted a survey in Huoshan County, and feel that the practices and experiences of developing economy in this county are worthy of attention and summary, and we have also made some thoughts on accelerating the development of county economy in the whole province.
(1) Huoshan County is a typical mountainous area, reservoir area and old county, with relatively closed location, limited resources and unfavorable congenital conditions. However, after years of exploration, it has formed a distinctive development path, which has become a typical example of county economic development in the province and attracted widespread attention. Through discussion and investigation, I was deeply impressed by five points: First, in the face of changes in macro-environment and economic cycle, economic development in most places has experienced ups and downs, but Huoshan's economy has always maintained a stable and healthy development trend. From 1990 to 14 in 2004, the county's GDP grew at an average annual rate of 13.7%, 2.2 percentage points higher than the average growth rate of counties in the province. Second, Huoshan used to be a typical agricultural county in mountainous areas. At present, the industrial-led economic growth model is quite prominent. 1989, the county's industrial added value only accounted for 24% of GDP, reaching 53% last year, ranking first among all counties in the province; In 2004, 63% of the county's fiscal revenue came from industrial taxes. Thirdly, as a marginal county in Dabie Mountains, the export-oriented economy has formed a certain climate. The trend of Huoshan's opening up has formed a good atmosphere for everyone to talk about opening up and attracting investment. In 2004, the county earned $50.47 million in foreign exchange through export, ranking the top three in the county. Fourth, in the face of macro-control and various factors, Huoshan's park economy is still booming. County Industrial Park was established in 2002. In just over two years, 20 enterprises entered the park, including 16 enterprises and 26 projects after macro-control. Fifth, the development of Huoshan is not only a unique industrial economy, but a vivid situation of comprehensive, coordinated and sustainable development. They pay attention to the coordinated development of economy and society and the protection and construction of ecological environment. They clearly put forward that "we should not only have Jinshan Yinshan, but also have green waters and green mountains, so that pollution will not enter Huoshan" and "do more work to lay the foundation and manage the long term, and never do anything that wastes people and money". After years of hard work, they have created four "business cards" that are well-known throughout the country: national ecological construction demonstration counties, national social security model counties, national civilized villages and towns advanced counties, and Zhejiang businessmen's best investment cities.
(2) Under the same macro-environment, why Huoshan County, whose basic conditions are not superior, can break through its own limitations and accelerate its development? Through research, I think there are three fundamental things:
First, Huoshan County persisted in emancipating the mind and keeping pace with the times in the development process, and constantly endowed emancipating the mind with new connotations and practical contents. In their view, for a mountainous county with relatively closed information and a late start in the marketization process, ideological emancipation and concept renewal are decisive leading forces and must be firmly grasped. To this end, they should carry out in-depth and meticulous ideological mobilization before and after putting forward every development idea and strategic deployment. When the strategy of "strengthening the county by industry" was first put forward, the county party committee and government organized party and government cadres, entrepreneurs and other representatives at all levels to "go to Ningguo" and held several rounds of ideological discussions, forming a * * * understanding, which firmly rooted the strategy of strengthening the county by industry in the county. In a sense, the process of Huoshan's development is a process of keeping pace with the times and emancipating the mind, and a process from cognition to practice and from spirit to material.
Second, Huoshan County has grasped the key of revitalizing the county with talents in its development, cultivated a number of high-quality market players, and formed an endogenous force for economic and social development. They are good at discovering and utilizing the visionaries of the market economy, attaching importance to the role of local talents, encouraging those in the party and government organs who know how to manage and manage to develop enterprises, giving birth to a number of entrepreneurs and high-quality enterprise groups, and promoting the development of various market entities. In order to create a good environment for outstanding talents to start businesses and entrepreneurs to grow up, we should focus on supporting large families, pay attention to the allocation of resources to outstanding talents and entrepreneurs, give economic benefits and political status to entrepreneurs who have contributed, promote the process of enterprise capital accumulation, and stimulate entrepreneurs' enthusiasm for entrepreneurial development. Starting from 1992, Huoshan County will reward entrepreneurs who pay more than one million yuan a year according to the tax rate of 1%, which has a great incentive effect. The role of "people" is also reflected in the construction of cadres. They have a clear orientation of employing people, and really enrich cadres who understand the economy to the main battlefield of the economy, so that those who can do things can have a stage. In particular, Huoshan has a good inclusive environment, and many outstanding foreign cadres have taken root, which has influenced and promoted the growth of local cadres.
Third, Huoshan county has handled the relationship between government and enterprises, government and market, and embarked on a virtuous circle of "government creates environment and society develops economy". As a county level, Huoshan, like most places, has its own advantages and characteristics, but it also faces the constraints of insufficient control means and factor resources. Huoshan county can persist in doing something, give full play to the guiding role of the government, and create a good atmosphere and environment for accelerating development. Local enterprises and the masses have reflected that the thoughts and energies of Huoshan party and government cadres have been spent on development and economic construction. Everyone's excitement lies not in seats and hats, but in how to do a good job and how to grasp the economy; The focus of the work is not how to seize power and manage enterprises, but to do practical things and solve difficult problems for enterprises sincerely and provide quality services for market players.
Of course, Huoshan's experience is not limited to these. Looking at the whole province, the most worth summarizing is that they can understand what they understand and want to understand. For the development of county economy, many counties have many good ideas and ideas, which many people can see and explain clearly. But it is not an easy task to turn ideas into actions and truly understand what you understand and want to understand. The value of Huoshan lies in that they consistently and unswervingly do what they look for, without going astray or turning over cookies; That is, they have strong executive power in the implementation of decision-making, with clear direction and concrete measures, which can mobilize all positive factors, coordinate various means and resources and ensure the smooth implementation of government decrees. From the proposal of industrial rich counties to the promotion of Yamaguchi economy, and then to the development of park economy; From putting forward ideas, forming a * * * understanding, and then achieving results, from the development track of Huoshan, we have seen a spirit of seeking truth and being pragmatic, a persistent style of work, an ability to work together with Qi Xin and a resource operation. What is more commendable is that Huoshan's economic development is a "relay race", and this "relay race" stems from the relative stability of the leading group. In Huoshan, the responsible comrades of several county committees and governments often mentioned have a common feature, that is, their term of office is long, and they have an experience from deputy to full-time and from government to party Committee; Moreover, in Huoshan, successive leaders have successively inherited and developed, achieving the unity of inheritance and innovation. It is this kind of atmosphere and tradition that makes the development of the county town less tossing and forming a virtuous circle of doing more and understanding more.
(3) Huoshan's experience shows that it is the county level itself that plays a leading role in accelerating the development of county economy. As long as counties give full play to their initiative and creativity, they can always find ways and means suitable for local conditions. It is found that the development of Huoshan is also facing some contradictions and problems that are difficult to solve by itself. For example, Huoshan county, as a remote county with a small population and few resources, is facing great pressure to achieve new breakthroughs in both economic scale and economic quality. Although the industrial development of Huoshan started earlier, it has formed a certain leading edge. However, due to the congenital shortage of geographical location, the supply of factors and supporting environment are relatively weak, and the development ability is limited. On the one hand, the county should do everything possible to promote enterprises to become bigger and stronger; On the other hand, the weak function of the county is difficult to meet the needs of large enterprises, and the dominant enterprises that have grown up have to go out and seek greater development space. The county is faced with the dilemma of "growing bigger" and "staying bigger". At the same time, the problem of weak financial services is very prominent in Huoshan, and the funds attracted by attracting investment every year are not enough to cover the amount of deposit outflow. In addition, the county's reflection on the lack of county functions is also relatively strong, and it feels that there is still a little too much management above, and the contradiction between the county-level government's administrative power, financial power and management power has a greater constraint on the work.
(4) county prosperity is provincial prosperity. There are many aspects of Huoshan's development experience and problems that deserve our in-depth consideration, from which we can draw some universal enlightenment.
First, to accelerate the development of county economy, we must establish a correct orientation. The overall foundation of county economy in our province is still relatively weak. To revitalize the county economy in an all-round way, we need the determination to speed up development and catch up, as well as the idea of perseverance and long-term struggle. First of all, we should use Scientific Outlook on Development and the correct outlook on political achievements to guide the development of county economy. We should fully respect the inherent laws of the development of county economy, promote development step by step, and form a correct orientation conducive to the comprehensive, coordinated and sustainable development of county economy. On the one hand, under the guidance of superiors and subordinates, provinces and cities should create a more relaxed environment for the county level, form expectations that are conducive to long-term discussions at the county level, and guide the county level to focus more on a strong foundation and a strong foundation, and on doing more work to lay the foundation and manage the long term; On the other hand, the county level itself, especially the leading bodies, should further strengthen their control, execution and transformation, unswervingly and persistently implement the established development path, turn good ideas into good development achievements, and truly achieve what they understand and want to understand. Secondly, the correct orientation needs a scientific incentive mechanism. In terms of incentive and support policies, it is necessary to implement classified guidance and differential treatment, and focus on supporting relatively weak areas to do some basic things; For areas with relatively good development, support them to develop faster and better, give play to the multiplier effect, and form the vanguard and first-class team of county economy; Incentive policies must break the phenomenon of "average exertion". For example, economically strong counties should be given greater autonomy in the system to match their management scope and depth with their economic expansion capacity; Reward methods should also be reformed. For example, for well-run parks, land use indicators can be rewarded, or the park construction can guide the tilt of funds. Third, the correct development orientation is ultimately a matter of employing people. The key to the development of county economy lies in people, and the key lies in selecting and using the main leaders of the party and government. It is necessary to strengthen the concept of tenure, handle the relationship between cadre promotion and stable tenure, and avoid excessive flow of leading cadres, which will affect the sustained and stable development of county economy. At the same time, strengthen the "two-way" exchange of cadres, select a group of young provincial and municipal cadres with broad vision, familiarity with the economy and pragmatic style to serve at the county level, and select a group of county and township cadres to exercise in provincial and municipal organs and developed areas.
Second, to speed up the development of county economy, we must find the right direction and breakthrough. County economy must take the road of characteristic development. No matter how different the situation in each county is, accelerating industrialization is the basic orientation. Grasping the main contradiction of industrialization, many other derivative contradictions of county economy will be solved, which is the success of Huoshan. Of course, the way of industrialization may be different. Some give priority to the development of processing and manufacturing industries, some start with agricultural industrialization, and some may break through the tertiary industry first, but in any case, industrialization is an insurmountable stage. In this process, it is necessary to speed up the agglomeration of industries to parks, capital to talents and population to cities and towns, so as to better combine industrialization with marketization, industrialization with urbanization. At present, we should seek breakthroughs in two aspects: first, we should make breakthroughs in the open economy. Through the export-oriented economy, we can implant scarce elements such as advanced ideas, technology and talents, effectively break through the bottleneck of county industrialization and realize the rapid expansion of the industry. It is necessary to further strengthen the concept of opening up and the awareness of market allocation of resources, fully promote the eastward development strategy, and take attracting investment and opening up the economy as the main ways to promote industrialization. The second is to make breakthroughs in industrial parks. The more macro-control is tightened, the more we must vigorously develop industrial parks, and we must not hesitate and retreat. It is necessary to better combine investment attraction with industrial development in the park, focus on leading industries and backbone enterprises, strengthen investment attraction in the industrial chain, guide affiliated enterprises to enter the park, and promote the development of enterprise clusters.
Third, to accelerate the development of county economy, we must focus on cultivating endogenous forces. Efforts should be made to cultivate endogenous forces, make all ideas conducive to entrepreneurship active, activate all kinds of entrepreneurial subjects, and release the entrepreneurial potential in various fields. First of all, we must cultivate market players. Vigorously develop the private economy, create an atmosphere suitable for the development of private enterprises, take concrete measures to support private enterprises to become bigger and stronger, and let the private economy play a leading role. Secondly, we should speed up the training of a group of capable people and entrepreneurs. At present, many county entrepreneurs in our province have some problems, such as low quality and "small wealth means security". Some entrepreneurs lack professional entrepreneurship and have a strong sense of "official standard". We must increase the intensity of introduction, training and development, create a good environment conducive to the growth and development of talents and entrepreneurs, and let them realize their dreams.
Fourth, to accelerate the development of county economy, we must effectively resolve the bottleneck constraints. The focus is on three aspects: First, the financial support system. It is imperative to accelerate the development of local finance while continuing to strengthen cooperation with relevant state banks and strive for more support. Explore the power of private capital, guide, encourage and support county private capital to develop county financial organizations and capital markets. The second is the issue of talent security. It is necessary to establish the talent concept of "not seeking for everything, but seeking for use", encourage powerful enterprises to "go global", and build a platform to attract outstanding talents from other places by setting up windows or establishing R&D bases in large and medium-sized cities. Fifth, to accelerate the development of county economy, we must vigorously promote urban and rural planning. First of all, we must persist in taking the city as the driving force, accelerate the pace of urbanization, and guide the population to gather in cities and towns. It is necessary to take the county construction as the strategic fulcrum, promote the urbanization process in our province, enhance the carrier function, and enhance the population and industrial agglomeration. Secondly, we should persist in promoting agriculture through industry, and vigorously promote agricultural industrialization. We should use the concept of industrial cooperation to speed up the cultivation of agricultural professional economic cooperation organizations, trade associations, large buyers and sellers and rural commodity brokers, and fundamentally solve the contradiction between "big market" and "small farmers". Third, accelerate the construction of rural infrastructure and enrich the supply of rural public goods. Focus on increasing rural roads, farmland water conservancy and other infrastructure construction, especially concentrate financial resources to develop rural compulsory education, medical and health care and other social undertakings, improve rural subsistence allowances, cooperative medical care, social assistance and other systems, and provide more public goods and services for farmers.
Sixth, to accelerate the development of county economy, we must effectively change government functions. We must speed up the transformation of government functions, put the main energy of county-level government on creating environment, and promote the reform of the whole government administrative concept. Focusing on the establishment of a "service-oriented government", we will vigorously promote the re-integration of administrative resources, promote institutional innovation and government management innovation, and truly transfer government functions to serving market players and creating a good environment. At the provincial level, it is necessary to provide an effective "institutional supply" around the actual needs of the county. The core is to simplify administration and decentralize power, fundamentally change the governance structure of the county and provide support for the transformation of the county government. At present, it is necessary to further decentralize the economic and social management authority so that it can be put down and put down. At the same time, vigorously promote the comprehensive reform of the county, increase support for the county economy, accelerate the establishment of a new mechanism for the operation of rural grassroots work, enhance the service methods and service levels of provincial departments to the county, and comprehensively improve the development environment of the county economy.
