Chen Guoqing, male, Han nationality, born in 1959, a native of Shanghai, graduated from Shanghai Fudan University with a bachelor's degree. At present, he is a member of the Standing Committee and President of the Fourth Council of China Planning and Research Institute, the president of China County Economic Development Research Institute Branch, the president of Shanghai Hao Han Investment Holding Group, the chairman of Shanghai Guohan Marketing Planning Co., Ltd., the president of All-China Planners Association, the president of China Real Estate Planning Alliance, the vice president of China Development Research Institute, a special senior consultant of China Real Estate Training Association, an adjunct professor of Shanghai Theatre Academy, and the first top ten planners in China. He has served as consultant or mayor of dozens of local governments such as Urumqi, Lianyungang, Dalian, Pennsylvania, Shenzhen, Xiuning and Harbin.

Professor Chen Guoqing advocates integrating theory with practice and pursues applying what he has learned. Over the years, he has been invited to participate in the project demonstration, expert evaluation and visiting professor work of the State Council Development Research Center, National Development and Reform Commission, Ministry of Commerce, Ministry of Science and Technology, Ministry of Housing and Urban-Rural Development, Ministry of Agriculture, General Administration of Quality Supervision, Inspection and Quarantine, General Administration of Sports, Central Party School, Tsinghua, Peking University, National People's Congress, Xiamen University, Hangzhou University, Shanghai Jiaotong University, Shanghai Theatre Academy and other relevant national ministries and universities, and has successively edited and published plans.
