The grade of the railway is Grade I of the National Railway, which mainly focuses on freight transportation and gives consideration to passenger transportation along the route. At the same time, the line only operates 6 pairs/day and 7 pairs/day passenger trains in the near and long term, mainly freight trains, which does not require high running time. Therefore, the speed target value is between 120km/h and 160km/h. By comparison, the project investment of160km/h is 120 km/h, which is more than10.75 million yuan. In view of saving project investment, the scheme of 120km/h is adopted temporarily.

The Proposal on Supporting the Construction of Jiangxi Ji 'an-Quanzhou Railway to Dock the Coal Transport Corridor from Mengqian to Central China holds that the Jiyongquan Railway Project can enhance the mobility and flexibility of the coal transport corridor, form a new corridor from Haixi to the central and western regions, and promote the economic and social development of revolutionary base areas, old revolutionary areas and the former Central Soviet Area along the route. It is suggested that the railway coal transportation corridor from Mengqian to Central China should be extended from Ji 'an, Jiangxi to Yong 'an and Quanzhou, Fujian, to form a large coal transportation railway corridor directly to Fujian ports, and the project should be included in the preliminary work plan of 20 13, and construction should be started as soon as possible.
