Bar code symbol is a passport for goods to go global. It applies to all commodities, especially export commodities. 1988 with the approval of the State Council, China established the China Article Coding Center (hereinafter referred to as the Center) and set up sub-centers in Guangdong, Hubei, Jiangsu and Shanghai. In provinces, municipalities directly under the central government, autonomous regions and cities under separate state planning, the center designates and entrusts local standardization organizations to be responsible for the barcode work in the region. Packaging enterprises that produce and operate export commodities need to use bar codes, and may apply to the above-mentioned institutions. Finally, the Center unified the international bar code organization to apply for registration.

If the products of enterprises are exported to the United States and Canada, they should apply to join the Unified Coding Committee (UCC) and use UPC codes; If the products are exported to countries and regions outside the United States and Canada, you should apply for the user qualification of EAN International and use the EAN code; If the enterprise using EAN code has products exported to the United States or Canada, it should re-apply for UPC code; The application procedure is as follows:

1. The applicant enterprise requests and pre-fills the application form from the local standardization organization designated by the Sub-center or the Center.

2. The local standardization organization designated by the "Sub-center" or "Center" conducts the preliminary examination of the applicant enterprise, and the "Center" uniformly fills in the formal English application form after the examination.

3. According to the fee notice, the applicant enterprise will directly send UCC membership fee and EAN usage fee (foreign exchange), international post and telecommunications fee and system maintenance fee to the center, and the center will uniformly collect the application form and membership fee (usage fee) to RCC or EAN.

4. The legal enterprise code (manufacturer) number approved by UCC or EAN and assigned to the applicant enterprise shall be notified to the enterprise by the "sub-center" or standardization organization.

5. After receiving the notice, the enterprise shall code the products in time, fill in the Catalogue of Products with Barcode Marks and the Order Form of Barcode Film, and pay the production fee according to the regulations. The Center will make films uniformly.

6. After the enterprise gets the film, it should first print out the samples and send them to the "center" for quality inspection. It can be printed in large quantities only after it is qualified.

The "center" stipulates that enterprises shall not use bar codes provided by foreign businessmen without authorization and shall not join other coding organizations. An enterprise that has obtained the right to use the bar code shall not transfer the right to use it to others, and any act that infringes on the ownership of the bar code of others will be dealt with according to relevant regulations.
