Why did Zhu Yuanzhang only levy such a heavy tax on Huaiqing House?

Before Yuan Renzong ascended the throne, he lived in Huaiqing House with his biological mother for a long time. After the Injong monarchy, Huaimeng Road was changed to Huaiqing Road to show its good luck. This is also the origin of Huaiqing's name. Renzong's heirs are all descendants of Renzong, and they still have special feelings for Huaiqing, and they still take care of the people in Huaiqing.
