The support of destitute people should be linked with the basic old-age insurance for urban and rural residents, basic medical security, minimum living security and basic living security for orphans.
What are the criteria for the identification of assistance and support for destitute people?
A, urban and rural elderly, disabled and/kloc-minors under the age of 0/6, at the same time meet the following conditions, should be included in the scope of assistance and support for poor people:

Income includes wage income, operating net income, property net income, transfer net income and other kinds of income, excluding social insurance such as basic pension and basic medical insurance for urban and rural residents and social welfare subsidies such as old age allowance. The standards for determining the property status of destitute people shall be formulated by the civil affairs departments of local people's governments at or above the municipal level, and reported to the local people's governments at the same level for approval.
Four, the legal obligor meets one of the following circumstances, it shall be deemed to be unable to perform the obligations mentioned in these Measures:
1, with poor conditions;
2, the minimum living guarantee object for the elderly over 60 years old or severely disabled, and the property conforms to the provisions of the local poor people's property status;
3. Persons who have no capacity for civil conduct, are declared missing and are serving sentences, and their property conforms to the provisions on the property status of the local poor population;
4. Other circumstances stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
5. Minors under the age of 16 who meet the conditions of poverty relief and support and orphan identification shall be included in the scope of basic living security for orphans and will no longer be identified as poverty.
