Charged training. An enterprise without training qualification license refers to an enterprise that has not obtained a training qualification license and engaged in training business activities without the permission of the administrative examination and approval authority. Enterprises without training qualification license shall not charge training fees. Charged training constitutes unlicensed operation and will be subject to administrative punishment by administrative law enforcement departments.
