(three) to master the occurrence dynamics and development trends of forest pests and diseases, formulate prevention and control plans, and organize the prevention and control of key forest pests and diseases within their respective administrative areas; ?
(four) to organize scientific research on the prevention and control of forest diseases and insect pests, popularize and apply advanced technology, and carry out technical guidance on prevention and control; ?
(five) the implementation of forest plants and forest products quarantine, transportation quarantine. ? Sixth township forestry workstation is responsible for organizing the prevention and control of forest diseases and insect pests in the township.
The prevention and control of forest diseases and insect pests in the border areas of administrative regions shall be organized and coordinated by the administrative department of forestry at the next higher level, and joint prevention and control shall be implemented.

Chapter II Prevention and Control of Forest Diseases and Pests Article 8 In forest management activities, all units and individuals must abide by these Regulations and the following provisions:
(1) Excellent varieties and robust seedlings should be selected for seedling raising and afforestation, and the use of tree seedlings with pests and diseases is prohibited; ?
(two) when raising seedlings, afforestation or forest tending, the vectors of forest diseases and insect pests should be removed; ?
(three) afforestation design must have forest pest control measures; ?
(4) Implementing afforestation measures such as closing hillsides to facilitate afforestation, tending, replanting and transformation in a planned way to change the ecological environment of pure forests; ?
(five) actively protect, breed and cultivate beneficial organisms; ?
(six) timely felling of trees infected with serious diseases and insect pests restricted by the state and severely burned trees; ?
(seven) in a timely manner will be cut out of the forest (including normal cutting trees) out of the cutting area, and clean up the scene; ?
(eight) wood that has been infected with pests and diseases should be applied immediately; ?
(nine) for the forest with frequent pests and diseases, the systematic engineering method combining physics, biology and chemistry should be adopted for comprehensive management. ? Ninth forest management units and individuals shall abide by the following provisions when implementing the acts listed in Items (4), (6) and (9) of Article 8 of these Measures:
(a) in addition to cutting down trees seriously infected with pests and diseases, the prevention and control institutions at or above the county level shall conduct on-site identification; ?
(two) the use of chemical agents to prevent and control forest diseases and insect pests shall be approved by the forestry administrative department at or above the county level or its entrusted prevention and control institutions; ?
(three) the use of new pesticides for the prevention and control of forest diseases and insect pests, should be carried out in advance of the regional test of pesticide control effect, and after verification by the municipal and local prevention and control institutions, reported to the forestry administrative department at the same level for approval; ?
(four) the use of biological and chemical methods to prevent forest diseases and insect pests should prevent environmental pollution, ensure the safety of people and animals, and minimize the killing of beneficial organisms in the forest; ?
(five) the use of systematic engineering methods to prevent and control forest diseases and insect pests, it should be in one month before the construction to the prevention and control institutions at or above the county level to declare the engineering design, after the approval of the county-level prevention and control institutions, the construction, construction organization and acceptance; ?
(six) the use of aircraft pesticides to control forest pests and diseases, the application interval should generally be more than three years. However, if the aircraft is used to control large-scale outbreaks or dangerous forest pests and diseases, it is not limited by the application interval. ? Tenth epidemic prevention and quarantine institutions at all levels shall, in accordance with the law, carry out quarantine of origin and transportation of forest seedlings, wood and bamboo.
Forest plant quarantine officers have the right to enter relevant stations, airports, post offices (stations), docks, freight yards, warehouses and other places for quarantine on the strength of the forest plant quarantine officer certificate issued by the Provincial Forestry Department. Railway, transportation, civil aviation, post and telecommunications and other relevant departments should cooperate closely.
Areas where large-scale outbreaks or dangerous forest diseases and insect pests occur should be blocked. Quarantine the wood, bamboo and its products leaving the epidemic area, and disinfect them when dangerous pests and diseases are found; It can be released only after it is confirmed to be qualified and a plant quarantine certificate is issued.
For wood, bamboo and its products entering our province, the plant quarantine organ shall examine the quarantine certificate and re-examine it when necessary. For those who hold the plant quarantine certificate and are confirmed to be qualified, no quarantine fee will be charged for re-picking, and the cost of stopping, handling and unpacking the goods will be borne by the owner.
