Legal analysis: fallow is not to make the land barren, but to let the land "recuperate" and combine land cultivation to enhance and consolidate grain productivity. In the meantime, we should also pay attention to the management and protection of cultivated land to prevent soil damage such as soil erosion.

Legal basis: Land Administration Law of the People's Republic of China

Fifteenth people's governments at all levels shall, according to the requirements of national economic and social development planning, land consolidation and resource and environmental protection, land supply capacity and the demand for land in various construction projects, organize the preparation of overall land use planning. The planning period of the overall land use planning shall be stipulated by the State Council.

Seventeenth overall land use planning follows the following principles:

(a) the implementation of national space development and protection requirements, strict land use control;

(2) Strictly protect permanent basic farmland and strictly control the occupation of agricultural land by non-agricultural construction;

(3) improve the level of land conservation and intensive use;

(four) overall arrangement of urban and rural production, living and ecological land, to meet the reasonable demand of rural industries and infrastructure land, and promote the integration of urban and rural development;

(five) to protect and improve the ecological environment and ensure the sustainable use of land;

(six) the quantity and quality of cultivated land occupied and reclaimed.
