Rural poor students are minors under the age of 16, students who have no ability to work, no source of income, no fixed support, and the maintenance obligor or its legal obligor cannot fulfill its obligations.

Article 9 of the Measures for the Identification of Poor People stipulates that minors under the age of 1.6 who meet the conditions of assistance and support for poor people and identification of orphans shall be included in the scope of basic living security for orphans and will no longer be identified as poor people.

Article 10 It is stipulated that destitute persons who apply for assistance and support shall submit a written application to the township people's government (street office) where their household registration is located. According to Article 13 of Chapter 4 of the Measures for the Identification of Poor Persons, the Township People's Government (street office) shall, within 20 working days from the date of accepting the application, investigate and verify the applicant's economic situation, actual living conditions, support and upbringing. Through household surveys, neighborhood visits, letters and visits, democratic appraisal and information check, audit opinions are put forward.

The applicant and the relevant units, organizations or individuals shall cooperate with the investigation and provide relevant information truthfully. The village (neighborhood) committee shall assist the Township People's Government (street offices) in the investigation and verification.

Article 14 stipulates that in the process of investigation and verification, the township people's government (street office) may organize democratic appraisal as appropriate, and with the assistance of the village (neighborhood) Committee, evaluate the authenticity and completeness of the applicant's written statement and the objectivity of the investigation and verification results.

Fifteenth provisions of the Township People's government (street offices) shall promptly publicize the audit opinions in the village (community) where the applicant is located. The publicity period is 7 days.

If there is no objection at the expiration of the publicity period, the Township People's Government (street office) will submit the audit opinions together with the application, investigation and verification, democratic appraisal and other related materials to the civil affairs department of the people's government at the county level for approval. If there is any objection to the publicity, the Township People's Government (street office) shall reorganize the investigation and verification, put forward the audit opinion within 20 working days, and re-publicize it.
