Established urban and rural community home-based care service stations and "starlight home for the aged" should be transformed and upgraded into community home-based care centers or small-scale care institutions through facility transformation and function upgrading. Urban and rural communities that have not yet built home care service facilities should intensify their work, integrate resources and speed up construction. By 20 15, urban communities will achieve full coverage of home care service centers, and more than one third of rural communities will establish home care service centers.
