I. Guiding ideology

Adhere to the demonstration drive, vigorously carry out rice industry promotion action, wheat high-yield research activities, corn revitalization plan and rape high-yield creation activities. We will fully implement various grain-benefiting policies of the state, provinces and cities, and fully mobilize farmers' enthusiasm for growing grain. Efforts will be made to promote land circulation, promote large-scale planting, strive to improve the standardized production and industrialized operation level of grain and oil, and push grain and oil production to a new level.

II. Objectives and tasks

In 2009, the grain output of the whole city was stable at 1.9 1.5 million tons, and strive for 2 million tons, including 680,000 tons in Feidong County, 580,000 tons in Feixi County, 600,000 tons in Changfeng County and 55,000 tons in four districts. The quality structure and regional structure of grain varieties were further optimized, and the comprehensive high-quality rate of grain reached over 80%. Rice: Vigorously promote the rice industry, strengthen policy support, accelerate the integration and promotion of existing key technologies, increase investment, build famous brands, and comprehensively enhance the comprehensive production capacity and market competitiveness of rice. Taking the integration and promotion of leading varieties and main technologies as the main direction, taking the construction of core demonstration areas as the breakthrough point, we will speed up the promotion of high-quality special varieties, strengthen the implementation of key technologies of "one increase and four pushes", promote the combination of improved varieties and good methods with agricultural machinery and agronomy, accelerate the promotion of super rice varieties, and strive to break through 2 million mu of super rice planting area in the city, greatly improving rice yield and quality. In 2009, the sown area of rice in the whole city is planned to be stable at 2.95 million mu, with the output reaching 565,438 07.6 kg/mu, an increase of 4% over the previous year, the total output reaching 654,380 527,000 tons, an increase of 3.5% over the previous year, and the high-quality rate reaching 80%, an increase of 4 percentage points.

It is planned that the annual wheat area will be 764,000 mu, and the output will reach 360 kg/mu, an increase of 3% over the previous year. The total output will reach 275,000 tons, an increase of 65,438 0.5% over the previous year, and the quality rate will reach 78%, an increase of three times over the previous year.

Corn: seriously implement the revitalization plan of corn, focus on the main yield, support the integration and promotion of existing key technologies, and improve the comprehensive production capacity of corn. Accelerate the construction of the core demonstration area, and popularize five key technologies in the core demonstration area, such as high-yield special varieties, reasonable close planting technology, soil testing and formula fertilization technology, integrated pest control technology and mechanized sowing and harvesting. Optimizing quality and developing feed corn. Vigorously promote five key technologies such as high-quality and high-yield varieties, integrated pest control, balanced fertilization, simple cultivation and mechanized production, and strengthen the monitoring of "three emotions" (seedling situation, soil situation and insect situation). In accordance with the requirements of high standards, multi-level and wide coverage, we will do a good job in the construction of core demonstration areas and enhance the demonstration and driving ability. This year, the planting area of rape reached 6.5438+0.9 million mu, and the yield per unit reached 6.5438+0.56.8 kg, up by 2% over the previous year. The total output reached 298,000 tons, up by 20.7% over the previous year, and the quality rate increased to 95%.

1, promote high-yield and high-quality varieties. In accordance with the principle of paying equal attention to yield and quality, we will popularize a number of high-yield and high-quality varieties, expand the benefits of seed engineering and improve the coverage rate of improved varieties. Actively innovate the new mechanism for promoting new varieties, and establish a new model of "core demonstration area+agricultural extension department+demonstration farmers+radiation-driven" and a new technology supporting promotion model of "main varieties+supporting technologies+main training".

The city has built 50 demonstration areas of 10,000 mu and 100 demonstration plots, focusing on supporting 50 mu 1043 households and 20 mu 10287 households. Monitor the occurrence dynamics of pests and diseases in time, accurately predict the occurrence trend, and formulate prevention and control plans for major pests and rodents in advance; According to the occurrence of pests and diseases, scientifically formulate comprehensive prevention and control plans, integrate agricultural prevention, biological prevention, physical prevention, chemical prevention and other technical measures, carry out unified prevention and control, and improve the professional and socialized service level; Strengthen the supervision of pesticide market to ensure the quality and safety of agricultural products.

4. Implement soil testing and formula fertilization. According to the overall work plan of soil testing and formula fertilization and the demonstration area, we will promote efficient and environmentally friendly fertilizers and further enhance the demonstration function of radiation. Taking soil testing and formula fertilization project as the carrier, based on soil nutrient composition and crop fertilizer demand law, and taking high yield as the index, the technical scheme of soil testing and formula fertilization is formulated; Focusing on the basic contents of soil testing formula, fertilizer allocation, fertilizer supply and fertilization, we will issue soil testing formula cards to households, carry out technical training of formula fertilization to households, provide technical services for scientific fertilization in demonstration areas, improve fertilizer utilization rate and fertilization effect, and strive to reach 2.8 million mu of formula area in 2009.

5. Cultivate large planters. Through policy-driven, science and technology-driven, industrialization-driven, and through various forms such as entrusted breeding, leasing operation, and joint-stock cooperation, the land will be concentrated in enterprises and planting experts. 6. Build standard farmland. Strengthen the construction of agricultural infrastructure, in accordance with the idea of "consolidating high-yield fields, upgrading middle-yield fields and transforming low-yield fields", vigorously improve the construction of farmland infrastructure and improve land output capacity. 8. Promote mechanized production. 3. Implement the policy of supporting agriculture and benefiting farmers. Improved seed subsidies, agricultural machinery subsidies, home visits by science and technology, soil testing and formula fertilization, major agricultural technology promotion and other projects should be tilted to the high-yield demonstration film of grain and oil.
