Membership procedures:

Article 12
Member units shall have member representatives to perform their duties in the association. The member representative shall be the legal representative or principal responsible person of the member unit.
When a member unit changes its member representative, it must report to the Association in writing. After discussion and approval by the secretariat, the representative of the successor member may take over the position of the member in the association.
Article 13
Members shall notify the Association in writing and return their membership cards. If you don't pay the fee for one year and don't participate in the activities of this association, it will be regarded as automatic withdrawal.
Article 14
If a member commits a serious violation of the Articles of Association, it shall be discussed by the Secretariat and submitted to the Standing Council for voting, and shall be removed.
Article 15
In case of merger, division or termination of group members, their membership shall be changed or terminated accordingly.

The highest authority of this Association is the General Assembly, and its functions and powers are:

Article 17
Members' congresses can only be convened when more than two thirds of the members' representatives are present, and their resolutions can only take effect when more than half of the members' representatives present vote.

The term of office of the General Assembly is five years. If it is necessary to advance or postpone the general election due to special circumstances, it must be voted by the Council, reported to the Ministry of Health for review and approved by the Ministry of Civil Affairs. However, the term of office shall not be extended for more than one year.
Article 19
The Council is the executive body of the member congress, leading the association to carry out its daily work during the intersessional period and being responsible to the member congress. The Council is elected through democratic consultation. If it is necessary to replace the additional directors due to work changes and other reasons, it shall be proposed by the recommending unit and discussed and approved by the Standing Council.
Article 20
The functions and powers of the Council are:

Article 23
The Board of Directors shall set up a secretariat with several full-time departments to provide services for directors and members under the leadership of the Board of Directors, organize various business work, and carry out new business activities in time according to the needs of enterprises and society when necessary.
Article 24
The Association shall set up a permanent council. The Standing Council is elected by the Council, exercises the functions and powers of Article 20 when the Council is not in session, and is responsible to the Council. Article 25
The Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors present vote.

Article 27

The Secretary-General of the Association shall exercise the following duties:

Article 34
The chairman, vice-chairman and secretary-general of the association shall not be over 70 years old. Those who exceed the maximum working age shall be reported to the competent business unit for examination and approval, and shall not be employed until they are approved by the association registration authority.
Article 35
The term of office of the President, Vice-President and Secretary-General of the Association is five years. The term of office of the Chairman, Vice-Chairman and Secretary-General shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for examination and approval, and approved by the registration authority of the association before taking office.

Article 40
The association is equipped with accountants with professional qualifications, and accountants may not concurrently serve as cashiers. Accounting personnel shall conduct accounting according to law and exercise accounting supervision. When accounting personnel are transferred from their posts, they must go through the handover procedures with their successors.

The asset management of this association must implement the national financial management system and accept the supervision of the member congress, the Council and the national financial department.
Article 42
The association must accept the financial audit organized by the Ministry of Health and the Ministry of Civil Affairs before replacing its legal representative.
Article 43
No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 44
The wages, insurance and welfare benefits of the full-time staff of the Association shall be implemented according to the economic situation and personal contribution of the Association and with reference to national enterprises and institutions or international practices.

The secretariat of the association regularly reports the income and expenditure of funds to the Council and the members' congress.
Revision of articles of association
Article 46
The amendments to the Articles of Association shall be submitted to the members' congress for deliberation after being voted by the board of directors.
Article 47
The revised articles of association of this Association shall take effect within 15 days after being adopted by the members' congress, and shall be submitted to the Ministry of Health for approval and the Ministry of Civil Affairs for filing.
Termination clause

If the Association has completed its purpose or dissolved itself or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.
Article 49
The motion to terminate this association must be voted by the members' congress and reported to the Ministry of Health for approval.
Article 50
Before the termination of this association, a liquidation organization should be established under the guidance of the Ministry of Health to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

After the cancellation of registration by the Ministry of Civil Affairs, the association was terminated.
Article 52
The remaining property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the Ministry of Health and the registration authority of associations and in accordance with relevant state regulations.
