First, accelerate the development of rural industries. Industrial prosperity is an important foundation for rural revitalization and a prerequisite for solving all rural problems. It is proposed to expand various functions in rural areas and expand industrial value-added and efficiency-enhancing space through the whole industrial chain.

A series of targeted requirements, such as actively developing agricultural products processing industry, promoting the healthy and sustainable development of new industries and new formats, improving the interest linkage mechanism, allowing farmers to share more industrial value-added benefits, and deepening the reform of rural credit cooperatives, have pointed out the direction and path for promoting the development and growth of rural industries.

The second is to strengthen the construction of socialist spiritual civilization. Rural areas should not only be shaped, but also cast souls. The construction of spiritual civilization in rural areas is the work of nourishing, educating and rallying people's hearts, which requires continuous efforts and all-out efforts. In addition, we put forward requirements and make arrangements from four aspects: strengthening rural ideological and moral construction, carrying out various mass cultural activities, promoting rural customs and folk customs, and paying attention to rural youth education and spiritual and cultural life.

The third is to strengthen the construction of rural ecological civilization. Ecological livability is the inherent requirement of rural revitalization. It is necessary to maintain strategic strength, formulate more targeted and operational measures, and put forward specific requirements for promoting the prevention and control of agricultural non-point source pollution, improving the recuperation system of grassland forests and rivers and lakes, building rural ecological civilization in the Yangtze River and Yellow River basins, and reducing emissions and fixing carbon in agriculture and rural areas.

The fourth is to deepen rural reform. To comprehensively promote rural revitalization, we must make good use of the magic weapon of reform. Focusing on accelerating the reform of key areas and key links in rural areas and stimulating the vitality of rural resource elements, a series of clear requirements have been put forward. To deepen rural reform, farmers must have more sense of gain. Everything that involves the basic rights and interests of farmers and affects the whole body, we must look carefully before making changes, maintain historical patience, and at the same time respect the creation of grassroots and the masses to promote new breakthroughs in reform.

The fifth is to implement rural construction actions. To build a socialist modern country in an all-round way, it is necessary to build prosperous cities as well as prosperous rural areas. What kind of village to build and how to build it are important issues before us. We put forward requirements from three aspects: strengthening rural infrastructure construction, paying attention to protecting traditional villages and rural characteristics, and strengthening classification guidance.

The sixth is to promote the integration of urban and rural development and see practical results. To do a good job in rural revitalization strategy, we must take the road of integrated development of urban and rural areas. It is emphasized that "to revitalize rural areas, we should not talk about rural areas by rural areas, but feed agriculture by industry, and accelerate the formation of a new type of relationship between workers and peasants in which urban and rural areas promote each other, complement each other, coordinate each other and prosper together".

It also puts forward specific requirements such as strengthening overall planning and top-level design, taking county as an important starting point for urban-rural development integration, strengthening overall planning of infrastructure and public institutions, and giving more autonomy to the integration and utilization of county resources.

Seventh, strengthen and improve rural governance. Effective governance is an important guarantee for rural revitalization. It puts forward four requirements, namely, accelerating the construction of rural governance system under the leadership of the Party organization, consolidating the achievements of the special struggle to eliminate evils in rural areas, deepening the construction of safe rural areas, and innovating rural governance methods, which points out the direction and provides guidance for strengthening and improving rural governance.
