In order to promote Zhuhai's aging work and take Zhuhai's own innovative road, CPPCC entrusted Jilin University's "China Research Center on Population Aging and Economic and Social Development" to set up a research group on "Investigation and Countermeasures of Population Aging in Zhuhai", which was led by the CPPCC Population, Resources and Environment Committee and organized relevant experts to investigate the current situation of population aging in Zhuhai. The survey lasted for one and a half years. By stratified cluster sampling, 1 109 elderly people aged 60 and above in Zhuhai were interviewed, and physical examination and laboratory tests were carried out. In recent years, the Zhuhai Municipal Government has done a lot of work in providing services for the aged. First of all, the policies and systems related to old-age care have been improved, and the construction plan of social service system for old-age care has been formulated. Secondly, the socialized development direction of old-age care service has been formed, which is "government-led, policy support, social participation, mutual assistance of citizens and standardized promotion". Third, the infrastructure construction of old-age care services has been rapidly promoted, and a diversified capital investment mechanism has been initially established. The fourth is to strengthen the protection of the rights and interests of the elderly. Generally speaking, Zhuhai is still in its infancy, and there is a big gap with the actual demand in infrastructure construction, specialization and standardized management.

More than 60% of the elderly suffer from hypertension.

According to the survey, there are currently 24 institutions for the aged in Zhuhai, including 15 public institutions and 9 private institutions. At present, there are many old-age care institutions in Zhuhai, but the scale is not large, with only 180 beds on a large scale, and the overall service level is not high. High-end pension institutions do not exist in Zhuhai for the time being. There are 3,387 beds for the aged in the city, with an average of 26.8 beds for every 1,000 registered elderly people. According to the data released by the 20 14 National Meeting of Directors of the Office for Ageing, there are 24.4 beds for every thousand elderly people in China. As can be seen from the above results, Zhuhai's data is slightly higher than the national average.

At present, there are 1397 elderly people in old-age care institutions, and the occupancy rate is 49%. Among them, the average occupancy rate of the public is 36.4%; The average private occupancy rate is 65.5%. From the occupancy rate, although the average monthly cost of public pension institutions is lower than 1.500 yuan/person, while the average monthly cost of private pension institutions is higher than 2,000 yuan/person, due to geographical location, service facilities and other factors, the occupancy rate of private pension institutions is higher than that of public institutions. At the same time, the vast majority of the elderly still choose to live at home in communities with familiar environment.

It is suggested to make a good development plan for the cause of aging.

According to the report, Zhuhai is not fully prepared for the aging of the population, and the young and middle-aged people in the society have not fully realized the importance and necessity of "preparing for the aged early and providing for the aged in time". The traditional concept of "raising children to prevent old age" is still deeply rooted in some people's hearts.

The report suggests strengthening the top-level design of aging policy and layout, and formulating medium-and long-term plans for the development of the cause of aging; Establish an institutional mechanism for government, market and society to jointly deal with population aging.

The report also suggests further improving the medical and health system. At present, the total number of facilities and places for elderly nursing and rehabilitation services in Zhuhai is still insufficient, so it is urgent to give priority to the development of socialized nursing and rehabilitation services and improve the medical rehabilitation nursing system. Build a rehabilitation nursing system that is closely integrated with large hospitals, professional institutions and primary medical institutions, speed up the training of rehabilitation nursing talents, and establish and improve the participation system of rehabilitation nursing insurance. Improve the supplementary medical insurance system and actively develop commercial health insurance. We will earnestly promote the construction of medical and health service outlets for the elderly, strengthen the construction of grassroots medical and health teams for the elderly, and improve the national health service system that combines prevention and treatment. Establish an evaluation system for regional health and population health, and improve the evaluation index system for residents' health.

Increase investment to promote the development of big health industry

The report suggests increasing government input; Absorb social funds; Encourage individual investment, strive for more investment, and promote the development of big health industry including hospital medical treatment, health management, rehabilitation nursing, medicine and health products, medical equipment, tourism, etc. Promote one-stop service for disease diagnosis and treatment, and establish a model of medical association [hospital (second-and third-class hospital), clinic and family bed]. Improve education purposefully, establish health records for the elderly, conduct regular health assessment, individualized diet guidance and health care, strengthen the training of full-time nursing team and the allocation of general practitioners and personnel.

At present, in terms of people's concepts and choices, Zhuhai is suitable for "home-based care for the aged", and the model should be "health plus care for the aged", supplemented by corresponding policy support. Newly built residential (small) areas should support the construction of old-age service facilities in accordance with the planning requirements and construction standards.
