As an important support point and base for the future development strategy of the central and western regions of China, Chengdu's medical and health service functions have spread to western regions such as Sichuan, Chongqing, Yunnan, Guizhou and Tibet. Chengdu is the best tourist city in China, the top ten leisure cities in China (the second place) and the top ten healthy cities in China (the third place). In May, 2009, Chengdu was officially approved by the State Council as a pilot zone for the comprehensive reform of urban and rural areas.

Under such a historical environment, the Chengdu Municipal Party Committee and Municipal Government has successively formulated the overall plan and 24 sub-plans of comprehensive health reform in accordance with the idea of integrated development of urban and rural public health services. Previously, the Opinions on Accelerating the Development of Urban Community Health Services, the Implementation Opinions on Strengthening Urban Community Health Services and more than 20 supporting documents of relevant departments were first issued in China, which made a strategic plan for scientific development in building the core area of western health and leisure industry in Chengdu.

The municipal party committee and municipal government entrusted Wenjiang with the mission of implementing the core area of western health and leisure industry. The latest Development Plan of Chengdu's Service Industry released on June 5438+ 10, 2009 proposes that Chengdu will transform into a service economy, and in 2020, the service industry will become the core of the modern industrial system, accounting for 65% of GDP. The Plan clearly requires Wenjiang to establish an industrial transformation led by the service industry in the next 3-5 years, and the service industry accounts for more than 50% of GDP. Ecological, health and leisure industries have become the main direction of Wenjiang's economic development.

According to the 11th Five-Year Health Development Plan of Chengdu, a centralized medical development zone will be built in the west of Chengdu to realize the integration of medical resources, complementary advantages, healthy competition and common development. In accordance with the government-led planning and infrastructure construction, the whole society will participate, completely break the geographical boundaries, integrate Chengdu's superior resources, build Chengdu International Medical City into a characteristic brand with flexible mechanism, vitality and first-class service, take "professional manufacturing health" as the business philosophy and "building an international healthy city" as the development goal, and strive to build "China's first-class health service industry cluster" to provide satisfactory and assured high-end medical care for people at home and abroad. Comprehensively improve the level of medical technology in Chengdu and promote the further development of Chengdu's modern service industry.
