Baiyao is a general dosage form of pharmaceutical preparations in China. The white medicine in the picture you show is not clearly marked, so it is impossible to tell what medicine it is. Vitamin C is mostly Baiyao, but vitamins such as B6 are also white, so it can't be said to be vitamin C.
