The Decision of the Ministry of Public Security on Amending the Order of the Ministry of Public Security, which was adopted at the ministerial meeting of the Ministry of Public Security, is hereby promulgated and shall come into force as of April 20, 2006.

Article 18 An applicant for a motor vehicle driver's license shall apply to the vehicle management office in accordance with the following provisions:

Article 19 To apply for a motor vehicle driver's license for the first time, an application form shall be filled in and the following documents shall be submitted:

To apply for a small automatic passenger car for the disabled, a physical condition certificate issued by a specialized medical institution designated by the Provincial Health Department shall be submitted.

Article 25 If the documents and vouchers submitted by the applicant are complete and conform to the statutory form, the vehicle management office shall accept them and review the application conditions of the applicant's motor vehicle driver's license in accordance with the regulations.
