Legal basis: Measures for the Administration of Ecological Environment Standards Article 6 The competent department of ecological environment in the State Council shall formulate and organize the implementation of national ecological environment standards according to law, evaluate the implementation of national ecological environment standards, carry out the filing of local ecological environment standards, and guide the management of local ecological environment standards.

The people's governments at the provincial level shall formulate local ecological environment quality standards, local ecological environment risk control standards and local pollutant discharge standards according to law, and report them to the competent department of ecological environment of the State Council for the record. Emission standards for air pollutants from mobile sources such as motor vehicles shall be formulated by the competent department of ecological environment of the State Council.

Local competent departments of ecological environment at all levels shall organize the implementation of ecological environment standards within their respective responsibilities.
