For a long time, traditional Chinese medicine and western medicine have complemented each other, developed in harmony, and jointly shouldered the task of maintaining and improving people's health, which is an important feature and significant advantage of China's medical and health undertakings. Traditional Chinese medicine has definite clinical efficacy, unique prevention and health care functions, flexible treatment methods and relatively low cost. Especially with the change of health concept and medical model, Chinese medicine has shown its unique advantages. As a treasure of the Chinese nation, Chinese medicine contains rich philosophical thoughts and humanistic spirit, which is an important embodiment of China's cultural soft power. Supporting and promoting the development of Chinese medicine is of great significance for deepening the reform of medical and health system, improving people's health level, promoting Chinese culture, and promoting economic development and social harmony.

With the economic globalization, scientific and technological progress and the rapid development of modern medicine, the development environment of traditional Chinese medicine has undergone profound changes, facing many new situations and new problems. All regions and relevant departments should fully understand the importance and urgency of supporting and promoting the development of traditional Chinese medicine, take effective measures to comprehensively strengthen the work of traditional Chinese medicine and create a new situation of sustained and healthy development of traditional Chinese medicine.

Two, the guiding ideology and basic principles of the development of traditional Chinese medicine.

(1) guiding ideology. Nine, to promote Chinese medicine to the world
