What is a targeted civil servant?
Targeted recruitment of civil servants: Some localities have successively introduced supporting measures in the recruitment of civil servants, implemented relevant national regulations and requirements, canceled preferential policies such as extra points in written tests for service-oriented grassroots project personnel, and implemented targeted examinations for service-oriented grassroots project personnel.

Targeted civil servants: College students, village officials and other service grassroots project personnel can apply for civil servants, not only for positions registered in targeted examinations, but also for other positions, and no longer implement preferential policies such as extra points.

Civil service policy:

The Notice of the Central Organization Department, the Ministry of Human Resources and Social Security and the National Civil Service Bureau on Examining and Recruiting Civil Servants from College Students, Village Officials and other grassroots project personnel has made provisions on this. The circular stipulates that in the future, all provinces, autonomous regions and municipalities should arrange special posts to conduct directional examinations for grassroots project personnel such as college students "village officials" and "three supports and one support", and at the same time stipulate that college students "village officials" and other grassroots project personnel can apply for civil servants. Positions or other positions that can apply for directional examinations are no longer subject to preferential policies such as extra points.

Specifically, these grassroots service projects include "College Student Village Officer" plan, "College Student Volunteer Service to the West" plan, "Special Post for School Teachers in Rural Compulsory Education Stage" plan, "Three Supports and One Support" plan for college graduates, "Community People's Livelihood Volunteers" plan, and "Small and Medium-sized Enterprise Talent Reserve" plan.
