The quarantine supervision of small pig slaughterhouses shall be carried out by the quarantine personnel sent by the local animal quarantine declaration point or the animal health supervision institution of the county (autonomous county). Article 3 The animal health supervision offices of counties (autonomous counties) shall be responsible for the construction and management of the plant quarantine supervision group within their respective jurisdictions, and the municipal animal health supervision office shall guide and coordinate the construction and management of the plant quarantine supervision group in the whole city. The resident quarantine supervision team established by a county (autonomous county) shall report to the municipal animal health supervision office for the record, publish it on the animal health supervision website, and accept social supervision. Article 4 The resident quarantine supervision team shall carry out standardized construction and management in accordance with the "five unifications" requirements of unified signs, uniform work clothes, unified working system, unified records and unified allocation of quarantine tools. Article 5 The resident quarantine supervision team shall have a fixed office, including office, entry quarantine room, synchronous quarantine preparation room and trichinosis inspection room. The office should be located in the office building of the slaughtering enterprise, specifically responsible for organization and management, work connection, case handling, statistics and preservation of quarantine records, preservation of recycling quarantine certificates, and preservation of quarantine certificate stubs. The entry quarantine room should be located at the entrance of pigs, with supporting facilities for rest on duty, specifically responsible for entry quarantine supervision, entry quarantine, inspection and quarantine for slaughter, urgent slaughter quarantine and harmless treatment of diseased pigs and their products. Synchronous quarantine preparation room and Trichinella spiralis quarantine room should be adjacent to the slaughter workshop, and undertake synchronous quarantine work, including rapid quarantine work such as synchronous quarantine personnel changing clothes, issuing quarantine certificates, storing quarantine tools for disinfection, and Trichinella spiralis sample inspection. Article 6 The on-site quarantine supervision group shall set up four types of work: management, pre-slaughter quarantine, synchronous quarantine and animal health supervision. Management, post-slaughter quarantine and animal health supervision work and rest time are synchronized with slaughterhouse production time. Pre-slaughter quarantine posts include entry quarantine, pre-slaughter patrol quarantine and urgent slaughter quarantine, and should be on duty 24 hours a day. Article 7 The resident quarantine officer shall obtain the qualification certificate of quarantine supervision and law enforcement issued by the municipal veterinary administrative department, and shall wear the qualification seal when taking up his post. Article 8 The resident quarantine officer shall be in good health and maintain good personal hygiene, and shall not bring personal articles and accessories unrelated to quarantine into the workshop; When entering the workshop, you must wear work clothes, work caps and work shoes, and your hair must not be exposed. Work clothes and caps must be changed every day. Article 9 The resident quarantine officer shall go to work on time according to the post requirements and earnestly perform his duties. There must be a sign-in registration for commuting. Article 10 The quarantine supervision team stationed in the factory shall use a unified work record form for each quarantine supervision link, and fill in it in a standardized way. The quarantine supervision data of last month shall be counted on June 1 ~ 2 every month and reported to the local animal health supervision office. Eleventh entry quarantine shall register the pigs entering the factory one by one, fill in the entry quarantine record form of pigs, and recover the quarantine certificate. The recovered quarantine certificate shall be packed and kept according to the time period, and the order in each package is consistent with the registration order of the record form. The length of the time period depends on the daily slaughter, and in principle it is within the range of 1 ~ 7 days. Article 15 The quarantine supervision team stationed in the factory shall prepare relevant animal health supervision and law enforcement documents and take the initiative to carry out the following animal health supervision work: (1) Supervise and inspect the evidence of pigs entering the factory; (two) a monthly supervision and inspection of animal epidemic prevention conditions; (three) to carry out daily animal health examination in the process of slaughter; (four) to supervise the harmless treatment process of the owner's sick pigs and their products; (5) Supervise the owners to do a good job in vehicle disinfection, pigsty daily cleaning and disinfection, workshop floor and facilities disinfection after daily slaughter and processing, pig isolation and disinfection after emergency slaughter after each pig unloading. Article 16 When a major epidemic situation is discovered, the resident quarantine supervision team shall immediately report to the local animal health supervision office and take the following pre-emergency measures: (1) Immediately stop the pig purchasing, slaughtering and processing activities in the slaughterhouse; (two) restrict the circulation of pigs and pig products in the factory; (three) restrict the flow of personnel in the factory, and other irrelevant personnel are not allowed to enter; (four) immediately carry out emergency disinfection of personnel, places and appliances that may be contaminated to prevent the spread of the epidemic; Seventeenth plant quarantine supervision group should strengthen the "animal epidemic prevention law" and its supporting laws and regulations, publicity. If the diseased pigs and pig products are not treated according to the requirements, the quarantine supervisor in the factory shall impose punishment and compulsory treatment according to the regulations. (6) Disinfection Supervision and Management System of Resident Quarantine Supervision Team in XX District (Autonomous County) of a city 1. When disinfection is carried out, disinfection fees shall be charged according to regulations. 5. All kinds of disinfection carried out in slaughterhouses must use designated disinfection drugs, which are prepared and sprayed according to the required concentration; The cold storage is disinfected by fumigation. 6.
