Chapter I General Provisions Article 1 In order to strengthen the management of the bathing industry, standardize business practices and promote the healthy development of the bathing industry, these measures are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the operation and management activities of the bath industry within their respective administrative areas. Article 3 The business activities of the bathing industry include bathing, sauna, massage (massage, pedicure) and other bathing-oriented commercial services and their joint activities. Article 4 The development of bathing industry shall follow the principles of overall planning, rational layout, civilization and hygiene, and standardization and order. Article 5 The Municipal Commission of Commerce and Trade is the competent department of bath industry. The competent department of commodity circulation of county and district people's governments is the competent department of bath industry within their respective administrative areas.

Industry and commerce, public security, health, environmental protection, culture, real estate, urban construction, labor, taxation, price and other departments shall supervise and manage the bathing industry and its operation in accordance with the authority granted by laws and regulations. Chapter II Establishment of Bathing Center Article 6 The establishment of a bathing center in a city shall meet the following conditions:

(1) The outlets are set up reasonably, and the business area is not less than 100 square meter in principle;

(two) complete infrastructure, reception room, dressing room, lounge, bathroom;

(three) supporting services, the project is mainly for bathing, shower is a necessary bath;

(4) Employees meet the post requirements and are qualified;

(5) Having a sound service standard and management system;

(six) meet the requirements of sound insulation, moisture-proof and safety;

(seven) the examination and approval procedures of public security, health, environmental protection, culture, real estate, urban construction and other departments are complete;

(eight) other conditions stipulated by laws, regulations and administrative rules. Article 7 The examination and approval procedures for setting up a bathing center:

(a) the establishment of outlets in the bath industry shall be registered with the competent department of the industry, which shall review them jointly with the departments of health, environmental protection, culture, real estate, urban construction and price. In line with the conditions, the competent department of industry shall issue the business license of bath industry within 15 days from the date of the owner's declaration;

(two) to the public security department for special business license and fire approval procedures;

(three) to the industrial and commercial and tax departments for business license and tax registration. Eighth any of the following circumstances, shall not apply for a "bath business license":

(a) the heat, noise pollution and humidity generated by the bathing industry interfere with residential buildings;

(two) there are less than eight shower heads in male and female baths, and they do not have basic bathing conditions;

(3) Bathing water and residents' water supply use the same household pipeline;

(four) the use of substandard water;

(five) the use of boilers that do not meet the safety standards;

(six) other conditions that do not meet the provisions of laws, regulations and administrative rules. Chapter III Practitioners Article 9 Practitioners shall be organized by the competent labor department to conduct on-the-job training and hold posts with certificates. Tenth people engaged in massage should have the technical grade certificate issued by the labor department. Eleventh massage personnel, bathing personnel and waiters should hold on-the-job training and valid health certificates issued by health and epidemic prevention departments at or above the county level. Chapter IV Rating Article 12 All bath outlets that have obtained business qualifications according to law must participate in rating. Grades are divided into super, first-class, second-class and ordinary (specific standards shall be stipulated separately), and the grading measures shall be implemented in accordance with the "Measures for the Administration of Grading and Grading of Catering Services in Fushun City". Thirteenth bath outlets charge according to the assessment level, implement the charging standards approved by the price management department, and accept supervision and inspection. Chapter V Industry Associations Article 14 Bathing industry associations are industry self-regulatory organizations, which carry out activities according to law under the guidance of industry authorities. Fifteenth bath industry association's main responsibilities:

(a) to coordinate the relationship between enterprises, business households and the government in the industry, convey government instructions and reflect the voices of members;

(two) to formulate the business service standards of this industry;

(three) entrusted by the competent department of industry, organize employees to carry out on-the-job training;

(four) to carry out business, technology and information exchange activities among members;

(5) Coordinating business activities among members and resisting unfair trade competition;

(six) to carry out other activities according to law. Chapter VI Punishment Article 16 Whoever, in violation of the provisions of Article 7 of these Measures, establishes a bathing outlet to engage in business activities without approval shall be given a warning by the competent department of industry and make up for it within a time limit. If it is not handled within the time limit, the competent department of industry may give economic punishment according to laws, regulations and administrative rules until it stops its business activities. Article 17 Whoever, in violation of the provisions of Articles 9, 10 and 11 of these Measures, engages in business activities without obtaining the employment certificate, technical grade certificate and health certificate shall be ordered by the competent department of industry to stop business activities, and may also be fined from 300 yuan to 500 yuan. Eighteenth in violation of the provisions of article twelfth of these measures, did not participate in the rating to engage in business activities, by the competent department of industry warning, and can be more than 500 yuan 1000 yuan fine. Chapter VII Supplementary Provisions Article 19 If the bathing outlets established before the implementation of these Measures do not meet the requirements stipulated in these Measures, the competent department of the industry shall, jointly with relevant departments, put forward rectification opinions within a time limit. Those who meet the requirements after rectification shall go through the examination and approval procedures and handle the relevant licenses; Those who fail to meet the rectification requirements within the time limit shall be banned by the administrative department for industry and commerce according to law.
