Regulations of Gansu Province on National Fitness
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China, the Regulations on National Fitness and other relevant laws and administrative regulations, in combination with the actual situation of this province, in order to promote the development of national fitness activities, safeguard the legitimate rights and interests of citizens to participate in fitness activities and improve the physical fitness of the whole people. Article 2 These Regulations shall apply to the development of national fitness activities and the construction, use, supervision and management of national fitness facilities within the administrative area of this province. Article 3 The national fitness work adheres to the principles of government leading, social support, national participation and scientific civilization. Article 4 The people's governments at or above the county level shall strengthen their leadership over the national fitness work, incorporate the national fitness work into the national economic and social development plan, incorporate the funds required for the national fitness work into the fiscal budget at the corresponding level, and increase with the development of the national economy and the growth of fiscal revenue.

Sports lottery public welfare fund shall be used for the construction of public sports facilities and the development of national fitness activities in accordance with the prescribed proportion, and its revenue and expenditure shall be supervised by the financial and auditing departments and announced to the public. Article 5 The sports administrative department of the people's government at or above the county level shall be in charge of the national fitness work within their respective administrative areas, and other relevant departments shall do a good job in the relevant national fitness work according to their respective duties.

Township (town) people's governments and sub-district offices are responsible for organizing and carrying out national fitness activities in their respective jurisdictions.

Residents' committees and villagers' committees shall assist the people's governments and relevant departments to do a good job in national fitness, and support units, organizations and citizens within their respective jurisdictions to participate in national fitness activities. Article 6 Trade unions, the Communist Youth League, women's federations, disabled persons' federations and other organizations shall organize national fitness activities according to their respective characteristics.

All kinds of sports associations at all levels shall organize national fitness activities in accordance with the relevant regulations and articles of association, and accept the guidance of the sports administrative department. Seventh encourage enterprises, institutions, social organizations, other organizations and individuals to invest in the construction of public sports facilities, organize national fitness activities, and provide donations and sponsorship for the national fitness cause.

Donors who provide donations for the national fitness cause enjoy preferential tax policies in accordance with relevant regulations. Eighth to encourage and support scientific research institutions, institutions of higher learning to carry out scientific research on physical fitness, and promote scientific new sports fitness projects, new equipment and new methods. Ninth radio and television, newspapers, Internet and other mass media should strengthen the publicity and reporting of national fitness activities, popularize scientific, civilized and healthy national fitness knowledge, and enhance citizens' fitness awareness. Chapter II National Fitness Activities Article 10 The sports administrative department of the people's government at or above the county level shall, according to local conditions, formulate and organize the implementation of long-term and annual plans for national fitness activities in their respective administrative areas, guide and supervise the national fitness activities, organize fitness activities suitable for teenagers, workers, farmers, women, the elderly, the disabled and other groups in conjunction with relevant departments, and evaluate the implementation of the national fitness plan in accordance with state regulations. Eleventh schools should set up physical education class in accordance with state regulations, and list physical education class as a subject to assess students' academic performance; According to the national standards for students' physical health, students' physical health is tested once a year; Ensure that students have no less than one hour of physical activity every day during their school days.

Encourage primary and secondary schools to offer special physical education courses and develop traditional sports; Encourage qualified colleges and universities to form high-level sports teams to improve the level of competitive sports in schools. Article 12 Township (town) people's governments and sub-district offices shall establish and improve grass-roots cultural and sports organizations such as cultural and sports guidance stations (rooms), equip full-time or part-time staff, establish sports and fitness backbone teams, and organize and carry out national fitness activities suitable for the characteristics of local residents. Article 13 State organs, enterprises, institutions, social organizations and other organizations shall, according to their respective characteristics, formulate sports fitness plans, build sports venues, equip them with corresponding sports facilities and equipment, regularly monitor the health of their employees, and organize their employees to carry out sports activities such as exercise, individual sports competitions and sports meetings. Fourteenth to encourage the development of fitness activities suitable for the physical and mental characteristics of the elderly, minors, disabled people, sports fitness venues should be open free of charge, to provide convenience for disabled people to carry out fitness activities. Article 15 Support social forces to carry out various forms of sports competitions and performances, encourage the development of traditional ethnic and folk sports, and carry out traditional physical fitness activities with ethnic and folk characteristics such as martial arts, dragon boat, waist drum, Taiping drum, bicycle and fitness yangko.

Ethnic minority areas should pay attention to the excavation and arrangement of traditional ethnic minority sports and carry out traditional ethnic minority sports and fitness activities. Article 16 People's governments at all levels shall regularly hold sports competitions such as comprehensive sports games, city sports games, farmers' sports games, ethnic minority sports games, disabled sports games and senior citizens' sports games to promote the development of national fitness activities.

The provincial administrative department of education and sports organizes a comprehensive college sports meeting every four years and a middle school sports meeting every three years. City (state), county (city, district) education and sports administrative departments organize a city (state), county (city, district) middle school sports meeting every three years. The school organizes a comprehensive sports meeting at least once a year.
