The sports facilities management unit as mentioned in these Regulations refers to the organization responsible for the maintenance and management of sports facilities and providing services for the public to carry out sports activities. Article 3 These Regulations shall apply to the planning, construction, service, operation, management and supervision of sports facilities within the administrative area of this province. Article 4 The people's governments at or above the county level shall strengthen their leadership over the construction, use, supervision and management of sports facilities, incorporate the construction of public sports facilities within their respective administrative areas into the national economic and social development plan, and include the funds needed for the construction and maintenance of public sports facilities organized by the government into the capital construction investment plan and financial budget of the people's government at the corresponding level.
People's governments at all levels shall protect traditional and symbolic sports facilities and support the construction and maintenance of public sports facilities in remote and poor areas, old revolutionary areas and other rural areas. Article 5 The sports administrative department of the people's government at or above the county level or the institutions authorized by the people's government to manage sports work (hereinafter referred to as the sports administrative department) shall be responsible for the supervision and management of sports facilities within their respective administrative areas. Other relevant departments shall do a good job in the supervision and management of sports facilities within the scope of their respective duties. Sixth sports facilities management units should make full use of sports facilities to carry out scientific, civilized and healthy sports activities.
No unit or individual may use sports facilities to engage in activities that endanger public interests. Article 7 Social organizations, enterprises, institutions and individuals are encouraged to donate, sponsor and invest in the construction of sports facilities, and preferential policies such as tax reduction and exemption stipulated by the state are given according to law.
Encourage the internal sports facilities of state organs, schools and other units to open to the public. Specific measures shall be formulated by the provincial people's government. Eighth people's governments at or above the county level or the relevant departments shall commend and reward the units and individuals that have made outstanding contributions in the construction and management of sports facilities. Chapter II Planning and Construction Article 9 The planning and construction of sports facilities shall be overall arranged, rationally laid out, standardized, practical, safe and beautiful, convenient for the public and suitable for the needs of different groups.
The planning of public sports facilities shall be organized by the people's governments at or above the county level and compiled by the administrative departments of urban and rural planning and sports. Article 10 People's governments at or above the county level shall incorporate the construction of public sports facilities into urban and rural planning and the overall land use planning, and combine the local national economic and social development level to build characteristic sports facilities by using parks, green spaces, mountains and hills.
The township (town) people's government shall plan and build sports facilities suitable for rural characteristics, and gradually realize the coverage of sports venues and equipment in every village. Eleventh people's governments at or above the county level shall, in the construction of new areas and the transformation of old cities, build public sports facilities according to the population size of urban communities and the control indicators of sports facilities. The per capita outdoor land area and per capita indoor construction area of community public sports facilities shall not be lower than the national standard.
Residential areas should be in accordance with the provisions of the state supporting the construction of sports facilities, and at the same time with the main project supporting, simultaneous construction, and put into use.
Schools should build sports facilities in accordance with the standards set by the state; Below the prescribed standards, the people's governments at or above the county level shall take measures to make them reach the prescribed standards.
State organs, social organizations, enterprises, institutions and individuals shall build sports facilities according to local conditions and accept the guidance of the sports administrative department. Twelfth public sports facilities shall not change their nature and use, and shall not reduce their original area.
If it is really necessary to change the nature and use of public sports facilities, the local people's government shall obtain the consent of the sports administrative department of the people's government at the next higher level, report it to the people's government at the next higher level for approval, and make compensation according to the principle of building before moving and not being lower than the original standard and scale; Involving large-scale public sports facilities, the people's government at the next higher level shall hold a hearing to listen to public opinions before approval. Thirteenth school sports facilities should be used for physical education and sports activities. The reconstruction of school sports facilities shall not change its nature and use, and shall not reduce its original area.
If it is really necessary to change the nature and use of school sports facilities, it must be approved by the administrative department of education and sports of the people's government at or above the county level, and sports facilities that meet the teaching standards should be built in accordance with the principle of first building and then moving. Fourteenth sports facilities management units shall, within 30 days after the completion and acceptance of sports facilities, report the name, address, service items and other contents to the local sports administrative department for the record. Chapter III Service, Supervision and Management Article 15 The people's governments at or above the county level shall innovate the supervision and management mode of sports facilities, improve the comprehensive utilization rate and operational capacity of sports facilities, and give full play to the role of sports facilities.
The sports administrative department shall regularly announce the names, addresses, service items and other information of sports facilities open to the public, so as to facilitate the public to participate in sports and fitness activities. Sixteenth sports facilities management units shall establish and improve the management system of sports facilities use, safety and hygiene. , equipped with full-time or part-time staff to manage, and formulate emergency plans, reported to the local public security, sports and other relevant administrative departments for the record.
The sports facilities management unit shall publicize the service contents and opening hours, and indicate the use methods and precautions of the facilities in a prominent position.
