China Food and Drug Administration recently issued a circular on the illegal addition of 69 kinds of products by 5 1 health wine and wine preparation enterprises. According to the circular, recently, 5 1 company found 69 kinds of health wine and mixed wine illegally added with sildenafil (commonly known as "Viagra") and other chemicals in China Food and Drug Administration.

The following is the full text of the notice:

First, it was preliminarily found out that * * * 5 1 enterprises illegally added sildenafil (commonly known as "Viagra") and other chemicals to 69 kinds of health wine and mixed wine, and expressed or implied the functions of aphrodisiac and sexual health care in the product name, logo and label.

(1) Initially identified 15 enterprises illegally adding sildenafil, with 27 products, namely:

Woguojian wine 1 product produced by Shanxi Quwo Geely Liquor Co., Ltd.;

8 kinds of products produced by Yutian Deer Industry Development Co., Ltd. in Yitong Manchu Autonomous County, Jilin Province, including deer whip wine, deer blood wine, deer velvet wine, deer tendon wine, deer tail wine, deer blood wine and deer tail whip wine;

1 deer whip liquid wine produced by Changchun Xinhui Deer Industry Technology Development Co., Ltd.;

Shenliyuan health wine and Xinda Shenliyuan wine produced by Yantai Xinda Wine Co., Ltd.;

Yu He wine and Yu He Jiukai wine produced by Yantai Huahai Grape Brewing Co., Ltd.;

Kaifeng Sanjiu Shen Gong Health Winery produces three kinds of products: Peak Match Wine, Peak Match Business Health Wine and Zhongyuan Maca Power Wine.

There are 1 variety of Makashuang three-day wine produced by Dukangquan Winery in Ruyang County, Henan Province;

1 China Mongolian wine produced by daye city Jinguxiang Distillery;

1 kind of Fate brand Wang Xiongfeng health wine made in underground black dens and owned by the wine branch of Hubei Hongye Industrial Corporation;

1 Zhuangtianwang wine produced by Guilin Sanye Liquor Co., Ltd.;

Jinguo Kung Fu Wine and Jian Yao Wine produced by Guikun Winery in Liunan District, Liuzhou City;

Liu Ba Shen health wine 1 product produced by Liuzhou Deshun Winery;

Miaoshan wolf dew 1 product produced by Luzhou Jinyu Agricultural Science and Technology Development Co., Ltd.;

1 Guben wine produced by Sichuan Guben Wine Co., Ltd.;

There are 1 variety of clove wine (Sheng Zhonghua wine) produced by Shaanxi Foping Jiutong Biotechnology Co., Ltd.

Initially, it was found that tadalafil, thioAidit nafil, vardenafil and reddenafil (all chemicals are similar to sildenafil) were illegally added to seven products of five enterprises, namely:

Two products produced by Liaoning Huanren Wunv Liquor Co., Ltd.: Dichun Liquor and Yangchun Liquor;

1 kind of deer whip wine produced by Changchun Lujiu Deer Industry Co., Ltd.;

Qiju Xiong Feng brand plant mixed wine produced by Dukangquan Winery in Ruyang County, Henan Province has 1 product;

1 royal tribute wine produced by Tian Jian Liquor Co., Ltd.;

Sichuan Dongsheng Liquor Co., Ltd. produces Guyutang health wine and Guyutang Cordyceps health wine.

(II) There are 27 products under investigation suspected of illegally adding sildenafil, involving 25 nominal enterprises, namely:

Lubao Shenye Liquor and roadside Shenye Liquor produced by Changchun Junhui Luye Technology Development Co., Ltd.;

1 kind of deer whip wine produced by Luxiang velvet antler winery in Changchun;

1 product produced by Long Yuan Liquor Co., Ltd. in Fusong County, Jilin Province;

Tonghua Walter Liquor Co., Ltd. produces two kinds of products, namely Nagara Fitness Wine and Trilateral Wine;

1 kind of Xiaoluxian wine produced by Jilin Yu Long Liquor Co., Ltd.;

Sanbianjiu 1 product produced by Jilin Green Family Industry Co., Ltd.;

1 kind of diamond wine produced by hailin city Linhai Deer Industry Co., Ltd.;

1 deer whip wine produced by Senyuan Natural Food Co., Ltd., Hulin City, Heilongjiang Province;

Shenbao Trilateral Liquor 1 product produced by Zhangzhou Banqiao Liquor Co., Ltd.;

There are 8 products under investigation suspected of illegally adding tadalafil, thioAidit nafil, vardenafil, reddenafil and other chemicals, involving 7 nominal enterprises, namely:

Dingyanghu Dingyang wine 1 product produced by Shanxi Jinyuan Liquor Co., Ltd.;

1 full password (deer whip wine) product produced by Changchun Jixiang Yuanluye Co., Ltd.,

1 product produced by Jilin Changshuang Deer Industry Specialty Development Group Co., Ltd.,

Songkang Deer Whip Wine and Luhuangchun Deer Whip Wine are produced by Jilin Songkang Biotechnology Co., Ltd.;

1 Liaojin Xiong Feng wine produced by Heilongjiang Daqing Liaojin Ancient Wine Co., Ltd.;

Zi Yuan wine 1 product produced by Hunan Hongjiangtai Liquor Co., Ltd.;

Hainan Coconut Island (Group) Co., Ltd. produces 1 kind of Coconut Island Guilu wine.

The above-mentioned production enterprises should immediately stop production, seal up illegal products on the spot, recall all products on sale, and report the production, sales volume and sales flow since last year to the local county-level food and drug supervision department. The provincial food and drug supervision department shall summarize the production suspension, storage and recall of enterprises and report them to China Food and Drug Administration before August 15.

Second, the addition of chemical substances such as sildenafil to health wine and mixed wine violates the provisions of Item 1 of Article 28 of the Food Safety Law, which prohibits the production and operation of food produced with non-food raw materials or the addition of chemical substances other than food additives and other substances that may endanger human health. According to the Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Laws in Handling Criminal Cases Endangering Food Safety (French Interpretation [2013] 60.

Three, since the date of the issuance of this notice, all health wine, mixed wine operators to conduct a comprehensive self-examination of the products they sell, found that the above products will immediately stop operating, shelf storage, and report to the local county food and drug supervision department. Those who continue to operate will be dealt with severely according to law. The provincial food and drug supervision department shall, after summarizing the off-shelf storage situation (including product name, quantity, nominal production enterprise, etc.), report it to China Food and Drug Administration before August 15.

Four, since the date of promulgation of this notice, all health wine and wine production enterprises are required to conduct self-examination. Where sildenafil and other chemical substances are illegally added, it is necessary to immediately stop production, seal the products on the spot, recall the products that have been sold, and report the name, batch, quantity and flow direction of the illegal products to the local county-level food and drug supervision department before August 15. The provincial food and drug supervision departments shall report to China Food and Drug Administration before September 6th 10.

Five, local food and drug supervision departments should immediately organize special supervision and inspection of the production and operation of health wine, mixed wine, found that the illegal addition of sildenafil and other chemical substances, should be severely punished according to law; It is necessary to speed up the investigation and evidence collection of ongoing cases, thoroughly identify the sources of illegal products and illegally added chemicals, and promptly transfer suspected crimes to public security organs for criminal responsibility.
