Chapter I General Provisions

Article 1: The English name of China Skating Association is "China Skating Association", abbreviated as CSA.

Article 2: China Skating Association is a group member of China Sports Federation, a national mass sports social organization and a national sports association recognized by the Chinese Olympic Committee. With independent legal personality, it is the only legal organization that represents China in the International Skating Federation and the corresponding international skating activities. The Association is a voluntary, non-profit social organization.

Article 3: Abide by the Constitution, national laws, regulations and national sports policies, and observe sports ethics. Carry out the sports law and mobilize all positive factors to serve the popularization, development and improvement of skating in China, implement the "Olympic glory plan" and the "national fitness plan", build a sports power, promote the construction of socialist spiritual civilization, expand international sports exchanges and enhance people's friendship.

Article 4 The China Skating Association is under the leadership of the State Sports General Administration and accepts the professional guidance, supervision and management of the Ministry of Civil Affairs.

Article 5: The headquarters of China Skating Association is located in Beijing.

Chapter II Scope of Business

Article 6: The business scope of the Association is to vigorously publicize and develop mass skating, enhance physical fitness, discover talents, cultivate reserve forces, do a good job in cultivating excellent sports teams, and quickly improve the level of sports technology to achieve the goal of rushing out of Asia and climbing the world peak. To study and formulate the development plan, management regulations and training and competition system of skating association, as well as the national competition plan and rules and regulations, and implement them after being approved by the sports authorities. According to the relevant provisions of the administrative department of the State Sports Commission and international sports organizations, be responsible for coordinating and organizing international competitions, put forward suggestions on international activities and related matters to relevant departments, and be responsible for full implementation after approval. Promote international exchanges and friendship with skating associations in various countries and regions. Review, select and recommend athletes and coaches of national teams or national training teams, organize national excellent sports teams for training, organize participation in major international competitions, and handle relevant international competitions. Organize the training of athletes, coaches and referees, declare the titles of athletes' grades and coaches' technical grades, and recommend and declare international referees. Responsible for revising and reviewing the competition rules and referee laws. Hold national speed skating, short track speed skating and figure skating coaches' classes, symposiums and reports, organize experience exchange, and check and assess national skating coaches. Responsible for coordinating and organizing skating scientific research. Guide all member units to popularize the basic knowledge and skills of skating. Study and improve the conditions of skating rink and sports equipment. Organize the skating industry to carry out diversified management, actively generate income and earn foreign exchange, and raise funds for the development of skating events.

Chapter III Members

Article 7: The Association implements the unit membership system.

Article 8 A member applying to join this Association must meet the following conditions: (1) Support the articles of association of this Association; (2) Having the will to join this Association; (3) It has a certain influence on the business of the Association. (four) all provinces, autonomous regions, municipalities directly under the central government, cities under separate state planning and qualified grass-roots skating associations or clubs; China People's Liberation Army Skating Organization.

Article 9: Membership procedures are as follows: (1) Submit an application for membership; (2) discussed and adopted by the Council; (3) The membership card shall be issued by the Council or an organization authorized by the Council.

Article 10 Members shall enjoy the following rights: (1) The right to vote, to be elected and to vote; (two) to participate in the activities of this association; (three) to obtain the priority of technical guidance and consultation of this association; (four) have the right to criticize, suggest and supervise the work of this association; (5) Freedom of voluntary membership and withdrawal; (six) the right to organize various competitions and other social activities at home and abroad and to be selected by the association to participate in sports activities at home and abroad;

Article 11 Members shall perform the following obligations: (1) Implementing the resolutions of this Association; (two) to safeguard the legitimate rights and interests of this association; (three) to complete the work assigned by the association; (four) to pay membership fees in accordance with the provisions; (five) to reflect the situation to the association and provide relevant information;

Article 12 A member who withdraws from the meeting shall notify the Association in writing and return his membership card. If a member fails to pay the membership fee or participate in the activities of the Association within 1 year, it will be deemed as automatic withdrawal.

Article 13 A member who seriously violates the Articles of Association shall be removed by voting of the Council or the Standing Council.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Article 14: The highest authority of this group is the general meeting of members, and its functions and powers are: (1) to formulate and amend the articles of association; (2) Electing and dismissing directors; (three) to consider the work report and financial report of the Council; (4) Deciding to terminate. (five) to decide on other major issues;

Article 15: A general meeting of members shall be held only when more than two thirds of the members are present, and its resolution shall take effect only when more than half of the members present vote.

Article 16: The general meeting of members shall be held every four years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the board of directors, reported to the competent business unit for review, and approved by the association registration authority. However, the longest extension shall not exceed 1 year.

Article 17: The Council is the executive body of the General Assembly, leading the group to carry out daily work during the intersessional period and being responsible to the General Assembly.

Article 18: The functions and powers of the Council are: (1) to implement the resolutions of the general meeting of members; (two) to elect and recall the chairman, executive vice chairman, vice chairman and secretary general; (3) Preparing for convening a general meeting of members; (four) to report the work and financial situation to the general assembly; (five) to decide to absorb or recall members; (6) Deciding to establish offices, branches, representative offices and entities; (seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions; (eight) to lead the institutions of the Association to carry out their work; (nine) to formulate internal management system; (10) To decide on other major matters.

Article 19: The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present to vote.

Article 20: The Council shall meet at least once a year; Under special circumstances, an exchange meeting can also be held.

Article 21: The Association shall establish a standing council. The Standing Council is elected by the board of directors, and exercises the functions and powers of Article 18 (1, 3, 5, 6, 7, 8 and 9) when the board of directors is not in session, and is responsible to the board of directors (the number of standing directors shall not exceed 65,438+0/3 of the number of directors).

Article 22 The Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the Standing Council are present to vote.

Article 23: The Standing Council shall meet at least once every six months; Special circumstances can also be held in the form of communication.

Article 24 The president, vice-president, executive vice-president, secretary-general and deputy secretary-general of this Association must meet the following conditions: (1) Adhere to the Party's line, principles and policies and have good political quality; (2) It has great influence in the business field of the Association; (3) The chairman, vice-chairman, executive vice-chairman and secretary-general are at least 70 years old, and the secretary-general is full-time; (4) Being in good health and able to stick to normal work; (5) Having not been subjected to criminal punishment of deprivation of political rights; (6) Having full capacity for civil conduct;

Article 25 If the chairman, vice-chairman, executive vice-chairman and secretary-general of this Association are over the maximum working age, they can take up their posts only after being approved by the Council, reported to the competent business unit for examination and approved by the registration administration organ of this Association.

Article 26 The term of office of the President, Vice-President, Executive Vice-President and Secretary-General of this Association is four years. The term of office of the chairman, vice-chairman, executive vice-chairman and secretary-general shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members of the general assembly, reported to the competent business unit for review, and approved by the association registration authority before taking office.

Article 27: The Secretary-General of this Association shall be the legal representative. Due to special circumstances, the vice-chairman or the Secretary-General needs to be the legal representative, and the appointment can only be made after the examination and approval of the competent business unit and the registration authority of the association, and the name shall be written in the articles of association. The legal representative of this Association shall not concurrently serve as the legal representative of other societies.

Article 28 The President of the Association shall exercise the following functions and powers: (1) Convene and preside over the Council (or the Standing Council); Check the implementation of the resolutions of the General Assembly and the Council (or the Standing Council); (2) Signing relevant important documents on behalf of the Association;

Article 29 The Secretary-General of the Association shall exercise the following functions and powers: (1) Preside over the daily work of the office and organize the implementation of the annual work plan; (2) Coordinating the work of branches, representative offices and entities; (3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for decision; (four) to decide on the employment of full-time staff of offices, representative offices and entities; (5) Handle other daily affairs. Chapter V Principles of Asset Management and Use

Article 30: Sources of funds of the Association: (1) Membership fees; (2) donation; (3) government funding; (4) Income from activities or services provided within the approved business scope; (5) interest; (6) Other lawful income.

Article 31 the association collects membership fees in accordance with relevant state regulations.

Article 32: The funds of this Association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members.

Article 33 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting data.

Article 34 This Association is equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When the accountant transfers or resigns, he must go through the handover procedures with the recipient.

Article 35; The asset management of this association must implement the financial management system stipulated by the state and accept the supervision of the general meeting of members and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Thirty-sixth before the association changes its legal representative, it must accept the financial audit organized by the registration authority and the competent business unit of the association.

Article 37 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 38 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Article 39; Amendments to the articles of association of this Association shall be approved by the representatives of the Council and submitted to the general meeting of members for deliberation.

Article 40: The revised articles of association of this Association shall come into effect within 65,438+05 days after being adopted by the general meeting of members, deliberated and adopted by the competent department of business, and reported to the association registration authority for approval.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41 If the Association completes its purpose or dissolves itself or needs to be cancelled due to division of labor or merger, the Council or the Standing Council shall propose a termination motion.

Article 42: The motion to terminate this association must be approved by the general meeting of members and reported to the competent business unit for approval.

Article 43? Before the termination of this association, a liquidation organization shall be established under the guidance of the competent business department and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 44 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 45; The remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the Association under the supervision of the competent business unit and the registration authority of the association in accordance with the relevant provisions of the state.

Chapter VIII Supplementary Provisions

Article 46: The Articles of Association shall be adopted by the general meeting of members.

Article 47: The right to interpret the Articles of Association belongs to the Council of the Association.

Article 48: The Articles of Association shall come into force as of the date of approval by the association registration authority.
