Chinese athletes are generally divided into five technical levels: excellent athletes, first-class athletes, second-class athletes, third-class athletes and junior athletes.

Article 2 The technical titles of athletes are divided into: international athletes, athletes, first-class athletes, second-class athletes, third-class athletes and junior athletes.

Article 3 Conditions for obtaining the title of technical grade of athletes:

3. International athletes will be awarded to athletes who have won prizes in the Olympic Games, World Championships and World Cups, as well as athletes who have achieved world-class results in official international competitions.

Article 4. For all the events in which the athletes' technical grade system is officially implemented in China, the athletes' technical grade standards are formulated and promulgated by the State Sports Commission of the People's Republic of China (hereinafter referred to as the State Sports Commission). The revised edition is published every four years and revised at any time when necessary.

Article 5 The limits of authority for approving and awarding technical titles are: international athletes and athletes shall be approved and awarded by the State Sports Commission; First-class athletes are awarded by provinces, autonomous regions, municipalities directly under the Central Government, sports institutes directly under the State Sports Commission and China Motorcycle Sports Association. Second-class and third-class athletes and junior athletes were awarded by prefecture (city), county sports commission, sports institute and China Motorcycle Sports Association respectively.
