Chapter I General Provisions Article 1 In order to strengthen the management of sports facilities in this Municipality and promote the development of sports undertakings, these Regulations are formulated in accordance with the Sports Law of the People's Republic of China and relevant state laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction and management of sports facilities within the administrative area of this Municipality.

The sports facilities mentioned in these Regulations refer to the places and ancillary equipment used to carry out sports training, competitions, teaching and social sports activities. Article 3 The planning, construction and use of sports facilities must adhere to the service of national fitness and competitive sports, adhere to the unity of social and economic benefits, and promote the construction of material and spiritual civilization in the capital. Article 4 The municipal and district sports departments are the competent departments in charge of the management of sports facilities. Article 5 This Municipality encourages social organizations, enterprises, institutions and individuals to set up sports facilities in various forms such as donation, sponsorship and investment. Article 6 The use of sports facilities to engage in sports business activities shall abide by the relevant laws and regulations of this Municipality. Chapter II Planning and Construction Article 7 The Municipal People's Government shall incorporate the construction of urban public sports facilities into urban planning according to the provisions of the state on the land quota for urban public sports facilities.

The municipal sports department shall, according to the urban planning of this Municipality, formulate the development plan of public sports facilities in conjunction with relevant departments, and organize the implementation after the approval of the Municipal People's Government.

The District People's Government shall, according to the development plan of public sports facilities, prepare the development plan of public sports facilities in this district. Article 8 People's governments at all levels shall incorporate the funds for the construction of public sports facilities into their financial budgets and capital construction investment plans, and gradually increase their investment with the development of the national economy.

The sports department shall raise funds for the construction of public sports facilities in various forms according to law. Ninth new construction, renovation and expansion of public sports facilities must conform to the development plan of public sports facilities in this Municipality and the technical indicators and standards stipulated by the state.

The planning and natural resources department shall solicit the opinions of the municipal sports department when examining and approving the planning and design scheme for the new construction, reconstruction and expansion of public sports facilities. Tenth new construction, renovation and expansion of residential development and construction units should be in accordance with the provisions of urban public service facilities supporting the construction of sports facilities. If the planning and design scheme fails to meet the specified indicators, the planning and natural resources department shall not issue the construction project planning permit, and the housing and urban-rural construction department shall not issue the construction permit. Supporting sports facilities in residential areas should be planned, constructed and delivered simultaneously with residential projects in residential areas. Eleventh public sports facilities and supporting sports facilities in residential areas are completed and accepted, and the housing and urban-rural construction departments shall notify the sports departments to participate. Twelfth residential area management units should make full use of existing conditions, adjust measures to local conditions to build and improve sports facilities. Thirteenth new schools must build sports facilities in accordance with the standards stipulated by the state and this Municipality. If the original school sports facilities fail to meet the prescribed standards, measures shall be taken to gradually meet the prescribed standards, and the specific measures shall be jointly formulated by the education department and the sports department. Article 14 The people's governments of townships, nationality townships and towns shall plan and build public sports facilities suitable for rural characteristics to create conditions for rural sports activities. Chapter III Use Article 15 Public sports facilities and supporting sports facilities in residential areas must be open to the public, and the opening hours shall be no less than 300 days per year and no less than 8 hours per day; The opening hours of public sports facilities subject to seasonal restrictions shall be stipulated separately by the municipal sports department.

Managers of public sports facilities should formulate specific measures to provide preferential treatment for children, students, teachers, the elderly and the disabled. Sixteenth school sports facilities should create conditions to open to the public.

Encourage state organs, social organizations, enterprises, institutions and individuals to open sports facilities to the public.

Sports facilities are open to the public, and fees can be charged in accordance with relevant regulations. Seventeenth no unit or individual may misappropriate, occupy or destroy public sports facilities, supporting sports facilities in residential areas and school sports facilities.

No unit or individual may arbitrarily change the use of public sports facilities, supporting sports facilities in residential areas and land for the construction of school sports facilities.

If the use of public sports facilities, supporting sports facilities in residential areas and school sports facilities is changed according to urban planning, it shall be repaid in advance in accordance with the provisions of relevant laws and regulations. Article 18 If it is necessary to temporarily occupy public sports facilities to carry out non-sports activities due to special circumstances, the facility manager must report to the sports department for approval, and the proceeds will be used exclusively for the maintenance and management of sports facilities and shall not be used for other purposes.

Temporary occupation of public sports facilities in sports venues to carry out non-sports activities, after the expiration of the occupation period, the occupying unit shall promptly restore the original functions of the sports venues. Nineteenth sports facilities managers should establish and improve the management system for the use of sports facilities, regularly maintain sports facilities, and ensure the integrity and safe use of sports facilities. Twentieth the city implements the registration system of sports facilities, and the managers of sports facilities shall go through the registration formalities with the sports department in accordance with the regulations.

For newly built, rebuilt or expanded sports facilities, the managers of sports facilities shall, within 30 days from the date of acceptance of the main project, go through the registration formalities with the sports department.
