The deficiency of home-based care service in urban communities

Home-based pension is put forward on the basis of institutional pension and family pension. In 20xx, the state put forward "Opinions on Comprehensively Promoting Home-based Care for the Aged", which clarified the significance of home-based care for the aged. The goal of home-based care for the aged is to promote "healthy aging" and "active aging" without changing the original way of life and living with age. Guiyang actively carried out the pilot project of home-based aged care service in 20xx. Huaxi District was selected for investigation in this study because the aging in Huaxi District is more prominent and showing an upward trend. Next, we will discuss the shortage of home-based care for the aged in urban communities and the author's thoughts on improving home-based care for the aged in urban communities.

First, the lack of home care services in urban communities

(1) The service for the aged cannot meet the needs of the elderly. The old-age care services provided by Mingzhu Community are few, only low-level old-age care services such as purchasing goods and cleaning. These services cannot meet the spiritual needs of the elderly. Traditional pension mainly focuses on material support for the elderly. As long as the elderly have food, clothing and shelter, they basically achieve the goal of providing for the elderly. After entering the modern society, the needs of the elderly have changed greatly. Old people should not only have food, clothing and shelter, but also have spiritual enjoyment, dignity and be able to express their wishes. Old people want to enjoy filial piety and family happiness when they are helpless. As providers of aged care services, they should not only let the elderly live with dignity, but also live with dignity and significance. In addition, the old people are not satisfied with their old age, which also brings some challenges to the design of old-age service projects. In the survey, many elderly people mentioned that there is no need for home-based care services at present, on the grounds that they can take care of themselves. Many of these old people are over 70 years old or even over 80 years old. Of the 100 elderly people in this study, only 10 cannot take care of themselves. Of the 34 elderly people over 80, 5 chose to take care of themselves completely and 22 chose to take care of themselves basically. This is enough to show that the elderly have the psychology of not accepting old age. In the new era, the old people's dissatisfaction with the old era and their demands for spiritual enjoyment all pose new challenges to the design of home-based care services. (2) Lack of professional nursing staff. There are grid social workers in Chaoyang Neighborhood Committee and Xibei Neighborhood Committee under the jurisdiction of Mingzhu Community. The workflow of the grid social worker is like this: someone complains, the grid social worker accepts the registration, and then the grid social worker directly handles it. If they can't handle it, they will report it to the relevant departments and ask for help. Relevant departments will summarize the situation of the community to the grid management of the community every week, and report major situations to the leaders, and no situations will be filed. It can be seen from the process that the needs of the elderly can be served by grid social workers, but grid social workers are not only concerned about the elderly, they have to complete the collection of comprehensive information such as population, public security, stability and quality of life of residents in the grid within a time limit, and dynamically manage the information. It can be seen that grid social workers are not professional care workers. In addition to grid social workers, the community also has neighborhood committees. Although they can solve some problems for the elderly, they do not have professional service knowledge for the elderly. There are also volunteers, but volunteers are generally composed of college students or social caring people. There is no long-term mechanism for their services to the elderly, and the needs of the elderly cannot be met from volunteers. (3) Lack of service facilities and venues. In the investigation, the author found that Xibei Neighborhood Committee, Chaoyang Neighborhood Committee and Songshan Community in Mingzhu Community all lack facilities and venues for serving the elderly. When I first went to Xibei Neighborhood Committee, I asked the staff of the neighborhood Committee if there was an elderly activity center in the community. The people in the neighborhood Committee said yes, just at the intersection. The intersection is located at the entrance of the neighborhood Committee, which is either the regular activity center of the elderly or the open space where many elderly people like to sit and chat together. The author asked the old people present if there was a regular activity center for the elderly in the community, but they all replied no, but many old people like to get together at the intersection or Huaxi Park, so they regard the intersection or Huaxi Park as the activity center. Many old people say that without an activity center, it is not convenient for them to make friends, relax and entertain, because the current "activity centers" are all open-air, and once it rains, the old people can't get together. The elderly in Chaoyang neighborhood Committee and Songshan community also face this embarrassment. When the weather is fine, they sit outside and talk about their families. They can only stay at home on cloudy or rainy days. To sum up, the Pearl Community home care service project can't meet the needs of the elderly in many aspects, and its service project has yet to be developed. However, the professional level of pension service institutions is not high, and it is impossible to better carry out pension services. In addition, facilities and venues for old-age care services have yet to be built. Home-based care for the aged in China is still in its infancy and exploration stage, which has not been well developed and implemented for many reasons. On the practical level, home-based care for the aged has encountered difficulties in varying degrees from the start-up of the project (mainly in terms of start-up funds) to the operation and evaluation of the project.

Second, some thoughts on improving the home care service in urban communities.

(1) Enrich the service content based on the needs of the elderly. Old people with different self-care abilities have different needs for old-age care services. In this study, there are 47 elderly people who can take care of themselves completely, and these 47 people choose the elderly activity room 44 times, accounting for 93.6%, followed by the rehabilitation health care room; The elderly who can basically take care of themselves prefer the elderly activity room, followed by emergency rescue facilities. There are 10 people who cannot take care of themselves. This 10 person chose rehabilitation health care room 9 times, accounting for 90%, and the second choice was emergency rescue facilities. It can be seen that different services should be provided for the elderly with different self-care abilities. For the elderly who can't take care of themselves, they should provide a full range of on-site services, and barrier-free facilities can be built if conditions permit; For the elderly who can basically take care of themselves, they can provide corresponding services according to their needs; For the elderly who can take care of themselves completely, they can carry out various elderly activities according to their needs to enrich their lives and improve their quality of life. The services we provide for the elderly must be based on the real needs of the elderly, not taken for granted, otherwise it will be a waste of manpower, material resources and financial resources, but it will be thankless. Therefore, various methods should be taken to obtain the first-hand information of the needs of the elderly, and through the analysis of the collected information, we can understand the dynamic needs of the elderly, so as to meet the needs of the elderly in a targeted manner.

(2) Introduce social work professionals. Home care for the aged needs not only managers at different levels, but also a large number of specially trained service personnel with qualified service certificates and some professionals engaged in theoretical research and teaching of home care for the aged. Guizhou University and guizhou minzu university, which are adjacent to Mingzhu Community, all have social work majors, and they train professional social work talents every year. They have mastered the professional knowledge and skills of serving the elderly. If we can introduce social work talents to work in the community, it will promote the employment of social work professionals and better serve the needs of the elderly. In addition, the community can also recruit students majoring in social work to do voluntary service or internship, which can not only improve students' practicality, but also alleviate the current situation that the supply of community pension services is in short supply. Of course, professional social workers have the professional knowledge and skills of old-age care services. They are highly educated professionals, and their pay should be improved, otherwise they may have no motivation to work.

(3) The community should actively change the concept of "waiting, relying and wanting". The most indispensable service for the aged is resources, including funds, places and personnel. At present, the funds for community construction are mainly provided by the government, but the government's financial resources are limited and it is impossible to provide sufficient resources for every specific community. Therefore, the community should change the concept of "waiting, relying and wanting" and actively strive for resources to provide better services for the elderly. The author found that the staff of Chaoyang Neighborhood Committee are actively applying for the "Residents' Home" project during the investigation of Mingzhu. The project is to transform an office building in the residents' courtyard into a residents' home, and provide a brand-new service platform for residents in the jurisdiction by setting up X-brand rooms, lounges, painting and calligraphy rooms, restaurants, gyms and other infrastructure. And this platform can make the widowed elderly and empty nesters in the jurisdiction have emotional communication and leisure and entertainment, so that these elderly people can have a spiritual sustenance and find the feeling of "home". The practice of Chaoyang Neighborhood Committee is commendable, because resources can't wait, and the resources that the government can provide are limited after all. Only by taking the initiative can we get what we want. Therefore, the community should know how to apply on its own initiative to better benefit the elderly in its jurisdiction.

Of course, in view of China's aging characteristics of "getting old before getting rich", the government can't take full responsibility for providing for the aged. Therefore, the community can also raise pension funds from the society or be advocated by the government, actively raise pension funds from social members and establish a social support network for the elderly.
