If the emergency work of production safety accidents involves more than two administrative regions, the people's government at the next higher level in the relevant administrative region shall be responsible, or the people's government at the next higher level in the relevant administrative region shall be responsible. The emergency management department of the people's government at or above the county level and other departments that supervise and manage the work of production safety in related industries and fields (hereinafter referred to as the departments responsible for the supervision and management of production safety) shall, within the scope of their respective functions and duties, do a good job in the emergency work of production safety accidents in related industries and fields. The emergency management department of the people's government at or above the county level shall guide and coordinate the emergency work of production safety accidents of other departments of the people's government at the same level and people's governments at lower levels.

The people's governments at or above the county level and their departments responsible for the supervision and administration of production safety and the agencies of local people's governments such as township people's governments and sub-district offices shall identify and evaluate risks according to the characteristics and hazards of possible production safety accidents, formulate corresponding emergency rescue plans for production safety accidents, and announce them to the public according to law. Production and business units shall identify and evaluate risks according to the characteristics and hazards of possible production safety accidents in their own units, formulate corresponding emergency rescue plans for production safety accidents, and announce them to their employees.

? According to Article 7 of the Emergency Regulations on Production Safety Accidents, the departments responsible for the supervision and administration of production safety of the people's governments at or above the county level shall report their emergency rescue plans for production safety accidents to the people's governments at the corresponding levels for the record; Units that produce, manage, store and transport inflammable and explosive materials, dangerous chemicals and other dangerous goods, mining, metal smelting, urban rail transit operation and construction units, and business units in crowded places such as hotels, shopping malls, entertainment places and tourist attractions shall, in accordance with the relevant provisions of the state, submit their emergency rescue plans for production safety accidents to the departments of the people's governments at or above the county level responsible for production safety supervision and management for the record, and announce them to the public according to law.
