You can connect manually and remember to update the server list. Under normal circumstances, eMule will automatically connect to the server after startup, which may be because your server list has not been updated recently. The WEB server has been disabled, but you have not enabled it. Usually, you don't need to enable it. If you want to enable it, please set it in options → "Web server".
