Sports administrative departments at all levels and other relevant departments shall do a good job in the management of the sports market within their respective responsibilities. Article 6 Citizens, legal persons and other organizations engaged in the business activities of the sports market shall abide by the laws, regulations and these Regulations of the state and consciously accept the supervision and management of the sports administrative department and other relevant administrative departments. Chapter II Management Scope and Management System of Sports Market Article 7 The management scope of sports market includes:
(a) business sports clubs, sports activity centers, sports resorts (residential areas, camps) and other sports business places with fixed facilities;
(two) business sports competitions and sports performances;
(three) business sports fitness, sports rehabilitation, sports entertainment activities;
(four) business sports training activities;
(five) sports fund-raising, sponsorship, intermediary services, advertising;
(six) other sports market business activities.
The specific items of sports market operation activities shall be determined and announced by the provincial sports administrative department according to the items announced by the sports administrative department of the State Council or the items recognized by international sports organizations, unless otherwise stipulated by laws and regulations. Disputes arising from management authority in actual work shall be decided by the provincial people's government. Article 8 To apply for engaging in sports market business activities, the following conditions shall be met:
(a) the business content is beneficial to physical and mental health;
(2) Having necessary funds and corresponding equipment;
(3) Having an appropriate place that meets the requirements of public security, fire control, transportation, sanitation, environmental protection and safety rescue;
(four) the venue and equipment meet the relevant standards promulgated by the state sports administrative department;
(five) sports business projects that have special requirements for employees need managers and employees who have received professional job training and have professional knowledge;
(6) Other conditions stipulated by laws and regulations. Article 9 The sports market shall be managed at different levels under the unified leadership of the people's governments at all levels. The sports administrative department at a higher level shall guide and supervise the sports market management of the sports administrative department at a lower level. The main responsibilities of sports administrative departments in sports market management are:
(a) to publicize and implement the laws, regulations and rules on the management of sports market;
(two) the development of sports market planning, rational distribution of sports market premises;
(3) Establish and improve the sports market management system;
(four) according to the management authority to approve all kinds of sports market business activities, in conjunction with the public security, industry and commerce, taxation, health, price and other relevant administrative departments for daily management;
(five) to supervise and inspect the business activities of the sports market, and independently investigate and deal with illegal acts in accordance with the authority stipulated in these regulations or cooperate with relevant departments to investigate and deal with illegal acts according to law;
(six) training sports managers and employees, and issuing professional post certificates to those who have passed professional post training in accordance with relevant regulations;
(7) Other related matters. Article 10 Anyone who engages in high-risk sports events shall apply for an administrative license according to law and obtain a sports market operation license. "Sports market business license" is uniformly printed by the provincial sports administrative department. Sports administrative departments at or above the county level (including autonomous counties, county-level cities and provincial jurisdictions, the same below) shall examine and approve and issue licenses according to the prescribed authority, and implement a verification system.
The management of sports market is subject to inspection system. When conducting supervision and inspection on the business activities of the sports market, the managers of the sports market must show their certificates of law enforcement inspection. Chapter III Management of Commercial Sports Competitions and Sports Performances Article 11 Operators who apply for holding commercial sports competitions and sports performances shall hold contracts signed with units or individuals who participate in sports competitions and sports performances, and those who rent other people's venues and facilities shall hold contracts signed with owners. Article 12 The name, emblem, flag and mascot of business sports competitions and sports performances held within the territory of this province shall be marked, and the organizers shall have the right to operate and be protected according to law. Thirteenth operators who hold business sports competitions and sports performances shall not change the content, time and place of the activities without authorization.
