Extend the time limit

Hello, the fitness membership card you mentioned, which we call a single-purpose commercial prepaid card, refers to the prepaid vouchers issued by enterprises that meet the requirements, such as retail, accommodation and catering, and residential services, and are limited to paying for goods or services within the enterprise or the group to which the enterprise belongs or within the franchise system of the same brand, including physical cards with magnetic stripe cards, chip cards and paper coupons as carriers and virtual cards with passwords, serial numbers, graphics and biometric information as carriers.

According to the Administrative Measures for Single-use Commercial Prepaid Cards (Trial), the issuance and use of single-use commercial prepaid cards shall comply with the following provisions:

(1) The card-issuing enterprise shall, within 30 days from the date of launching the single-use card business, file with the competent commercial department;

(2) The limit of a single registered card shall not exceed 5,000 yuan, and the limit of a single bearer card shall not exceed 1000 yuan. The fund balance after recharging a single single-purpose card shall not exceed the limit specified in the preceding paragraph. Jiangsu further stipulates that the card issuance limit of self-employed individuals shall not exceed 1000 yuan;

(3) The registration card has not expired; The validity period of bearer cards shall not be less than 3 years. At the same time, according to Article 53 of the Consumer Protection Law, if an operator provides goods or services in advance, it shall provide them as agreed. If it is not provided in accordance with the agreement, it shall fulfill the agreement or return the advance payment according to the requirements of consumers; And shall bear the interest of the advance payment and the reasonable expenses that the consumer must pay.

Combined with the above legal provisions, we can see that your fitness card may not meet the relevant regulations on issuance and promotion. Because of the epidemic situation, it is impossible to complete the consumption within the validity period set by the merchant. In fact, the merchants can't perform the agreed services as required. In this case, you can ask the merchant to extend the validity period or ask for a refund of the prepaid expenses in the card and bear the relevant interest and reasonable expenses.

You can call the business department to report complaints about the illegal issuance and use of fitness cards by businesses. You can also call the consumer rights hotline 123 15 to make a complaint or report to the local consumer association.
