Article 1 The name of the Association is China Sports Association for the Deaf (full name of China Sports Association for the Deaf, ASADP for short).
Article 2 This Association is a mass amateur sports group under the leadership of China Disabled Sports Association, and it is a non-profit social group voluntarily composed of relevant central units and deaf sports organizations in provinces, autonomous regions, municipalities directly under the Central Government, cities with separate plans and some cities.
Article 3 The purposes of this Association are: to abide by the Constitution, laws, regulations and national policies of People's Republic of China (PRC), and to abide by social morality; Encourage and help the deaf to participate in sports, carry forward the Olympic spirit, and restore and strengthen their health; Improve and enhance the ability of deaf people to participate in social life on an equal footing, and serve the construction of socialist material civilization and spiritual civilization.
Article 4 The office of this Association is located in Beijing.
Chapter II Scope of Business
Article 5 The business scope of this Association:
Conscientiously implement the Law of the People's Republic of China on the Protection of Disabled Persons, the Sports Law of the People's Republic of China and the principles and policies of the State Sports General Administration, and mobilize, organize and guide the deaf to carry out sports activities;
(two) to cooperate with relevant departments to carry out campus sports activities for the deaf and sports activities for the deaf in welfare units and communities;
(3) Organizing, managing and training deaf athletes and deaf sports workers, and holding national comprehensive and individual deaf sports events;
(4) Organizing to participate in or hold international sports competitions for the deaf and conducting international exchanges;
(five) to cooperate with the relevant departments to organize sports science research for the deaf;
(six) to provide business guidance to member units;
(seven) to sum up the exchange experience and commend the advanced.
Chapter III Members
Article 6 This Association implements the unit membership system.
Article 7 Deaf sports organizations in all provinces, autonomous regions, municipalities directly under the Central Government, provincial capitals and cities with separate plans may apply to join this Association.
Article 8 Member units and committees recommended by member units shall enjoy the following rights:
(a) to participate in various activities organized by the association;
(2) Having the right to vote, to be elected and to vote;
(three) have the right to criticize, suggest and supervise the work of this association;
(4) Freedom of voluntary membership and withdrawal.
Article 9 Members shall perform the following obligations
(a) To implement the resolutions of this Council;
(two) to safeguard the legitimate rights and interests of this association;
(three) to complete the work assigned by the association;
(four) to reflect the situation to the organization and provide relevant information;
(five) according to the purpose of the association, promote the members of the region; Developing sports activities for the deaf;
(6) Abide by the articles of association, implement the resolutions of the association, accept business leaders, and complete the tasks entrusted by the association.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 10 The highest authority of the Association is the National Committee, and its members are elected by members of all units and relevant units. The functions and powers of the National Committee are:
(a) to formulate and amend the articles of association;
(two) to elect and recall the members of the Standing Committee;
(three) to consider the work report and financial report of the Standing Committee;
(4) Deciding to terminate.
(5) To decide on other major resolutions of this Council.
Article 11 A meeting of the National Committee shall be convened only when more than two thirds of the members are present, and its resolutions shall take effect only when more than half of the members are present and vote.
Article 12 The term of office of members of the National Committee is four years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the Standing Committee and reported to the China Disabled Persons' Federation for approval. But the longest extension time shall not exceed 1 year.
Article 13 The Standing Committee of the National Committee is the executive body of the National Committee. It is elected by the meeting of the National Committee, and leads the group to carry out daily work during the intersessional period, and is responsible to the National Committee.
Article 14 The functions and powers of the Standing Committee of the National Committee are:
(1) Implementing the resolutions of the National Committee;
(2) Preparing for convening a meeting of the National Committee;
(three) to report the work and financial situation to the State Committee;
(four) to decide to absorb or recall members;
(five) to lead the work of the institutions of this Association;
(six) to formulate internal management system;
(seven) to formulate the work regulations, policies and tasks of this association;
(eight) to propose amendments to the articles of association;
(nine) to inspect and supervise the implementation of the articles of association.
Article 15 The Standing Committee of the National Committee shall be convened only when more than two thirds of its members are present, and its resolutions shall take effect only when more than half of its members are present and vote.
Article 16 The Standing Committee of the National Committee shall meet at least once a year; Under special circumstances, an exchange meeting can also be held.
Article 17 The President, Vice-President, Secretary-General and Deputy Secretary-General of the Association shall be appointed by China Disabled Sports Association.
Article 18 The term of office of the Chairman, Vice-Chairman and Secretary-General of this Association is four years. (The term of office of the Chairman, Vice-Chairman and Secretary-General shall not exceed two terms at the longest.) If it is necessary to extend the term of office due to special circumstances, they can only serve after obtaining the approval of the Standing Committee of the National Committee and reporting to the China Disabled Sports Association.
Article 19 The chairman of this Association shall exercise the following functions and powers:
(a) to convene and preside over meetings of the Standing Committee.
(two) to check the implementation of the resolutions of the National Committee meeting and the Standing Committee meeting;
(3) Signing relevant important documents on behalf of the Association;
(four) to approve the daily business activities of the association.
Article 20 The Standing Committee shall set up a secretariat as an office to handle the daily work of the Association. Secretariat is located in China Disabled Persons' Federation Propaganda and Culture Department and Sports Department. The Secretary-General of the Association shall exercise the following powers:
(a) to preside over the daily work of the office and organize the implementation of the annual work plan;
(2) Handle other daily affairs.
Twenty-first staff members of this association are transferred from their own units, and their association posts are re-elected by their original units.
Chapter V Funds
Twenty-second sources of funds of the Association:
Government funding;
(2) Sports lottery tickets and welfare lottery tickets;
(3) Donations from domestic and foreign organizations and individuals;
(4) Income from activities or services provided within the approved business scope;
(5) Interest and other lawful income.
Chapter VI Alteration Procedure and Termination
Twenty-third amendments to the articles of association shall be submitted to the National Committee for deliberation after being voted by the Executive Committee.
Article 24 The revised articles of association of this Association shall come into effect within 15 days after being adopted by the National Committee and approved by the Standing Committee of China Disabled Persons' Association.
Article 25 The termination of the association meeting shall be approved by the plenary session of the National Committee. And report to the Executive Committee of China Disabled Sports Association for approval.
Article 26 The remaining property after the termination of the Association shall be used for the cause related to the purpose of the Association under the supervision of China Disabled Sports Association and in accordance with the relevant provisions of the state.
Chapter VII Supplementary Provisions
Article 27 The Articles of Association was adopted on June 8, 1999.
Article 28 The right to interpret these Articles of Association belongs to the Standing Committee of China Sports Association for the Deaf.
Article 29 The Articles of Association shall come into force as of the date of approval by the Standing Committee of China Disabled Sports Association.
