The old residential areas mentioned in the Implementation Plan refer to residential areas (including single residential buildings) that were built earlier, lost their support and were in disrepair for a long time, with imperfect municipal facilities, imperfect community service facilities and strong residents' willingness to transform.
According to the requirements, the residential areas (including single houses) to be demolished and included in the shed reform scope shall not be used as the transformation objects. Eligible state-owned enterprises and institutions have built their own or mixed buildings, and the old residential areas in cities and towns belonging to the army have been included in the scope of transformation.
The "Implementation Plan" points out that Dongguan is currently making efforts to complete the transformation of residential quarters before the end of 2000. More than 70% of the buildings were built before 2000, and the rest were residential quarters built before the end of 2005, which can be included in the transformation scope of old residential quarters.
The "Implementation Plan" shows that the transformation content is divided into three categories: basic category, perfect category and upgrading category.
The basic category is to meet the safety needs and basic living needs of residents, mainly including the renovation and upgrading of municipal supporting infrastructure and the maintenance and renovation of public buildings such as roofs, external walls, parapets and stairs in residential areas. Among them, the transformation and upgrading of municipal supporting infrastructure includes water supply, drainage (including rain and sewage diversion), power supply, weak current, roads, gas supply, fire protection, security, domestic waste sorting, mobile communication, garbage transfer station, fttp, overhead lines and other infrastructure transformation and upgrading. Old residential areas with potential safety hazards detected by professional testing institutions will be given priority in the renovation plan.
Improvement category is to meet the needs of residents' convenience and improvement of life, mainly including the transformation and construction of environment and supporting facilities, the energy-saving transformation of residential buildings, and the installation of elevators in conditional buildings. Among them, the transformation and construction environment and supporting facilities include dismantling illegal buildings, renovating the green and bright environment in residential areas and their surrounding areas, transforming or building old-age facilities, barrier-free facilities, parking garages (yards), centralized parking spots for electric bicycles, charging facilities for electric bicycles and cars, intelligent express boxes, intelligent letter boxes, cultural and leisure facilities, sports and fitness facilities, property houses and other supporting facilities.
The promotion category is to enrich the supply of community services and improve the quality of life of residents, which is actively promoted based on the actual situation of the community and its surrounding areas. It mainly includes the supporting construction and intelligent transformation of public service facilities, including public health facilities such as comprehensive service facilities and health service stations in the community and its surrounding areas, educational facilities such as kindergartens, intelligent perception facilities such as perimeter protection, and the transformation or construction of pension, child care, meal assistance, housekeeping, convenience markets and convenience stores.
According to the transformation goal, in 2022, the investigation and evaluation of the transformation of the old city of Dongguan and the preparation of special plans will be carried out; 2021-In 2023, 70% of the old residential areas in Dongguan will be rebuilt before the end of 2000; By the end of the Tenth Five-Year Plan period, the old residential areas that need to be transformed will be basically completed by the end of 2000, and the old residential areas that need to be transformed will be completed by the end of 2005.
The "Implementation Plan" also mentions that the renovation of old residential areas will be included in the urban affordable housing project, and financial support will be given to projects included in the renovation plan of old urban residential areas:
First, water supply, power supply, gas supply, drainage, weak electricity, fire protection, security, domestic waste classification, road renovation and building facade renovation involving public interests will be subsidized according to the standard of 80% of the renovation implementation cost (together with the subsidy funds from higher authorities). The second is to subsidize other types of transformation content according to the standard of 50% of the transformation implementation cost (together with the subsidy funds from higher authorities).
The "Implementation Plan" clarifies that the above subsidies are subsidized according to the standard that the average household does not exceed 20,000 yuan. For the low-income households and the owners whose housing in this community belongs to the only housing in Dongguan and other conditions meet the application conditions for housing security, they will be fully subsidized by the finance, and the subsidy amount will not exceed 40,000 yuan/household. For the projects that have completed the preparation of the renovation scheme but cannot be implemented as planned because the owners failed to pass the voting and were not included in the scope of financial subsidies, the scheme preparation unit will grant subsidies according to the standard that the average household 200 yuan and a single project are not less than 6,543.8+0,000 yuan and not more than 6,543.8+0.5 million yuan. The renovation project of old urban residential areas supported by financial subsidies at higher levels shall give priority to the use of subsidy funds at higher levels, and the insufficient part shall be shared by the municipal and town (park) finances according to the ratio of 3: 7; Projects that have been carried out before the promulgation of the "Implementation Plan", or projects that have been included in the transformation plan of old communities in provinces and cities and received central subsidies, will continue to be fully borne by the municipal finance; The remaining projects are shared by the municipal and town (park) governments at a ratio of 3: 7.
