The legal framework of the World Trade Organization was finally formed on the basis of GATT (1948), which was temporarily applied on the basis of GATT( 1948). After many multilateral trade negotiations, a series of agreements and protocols were revised, supplemented and supplemented, especially the "package agreement" reached in Uruguay Round. Therefore, the final text of the Uruguay Round of multilateral trade negotiations embodies the basic framework and content of the WTO legal system. The Agreement on the Establishment of the World Trade Organization and its four annexes constitute the legal system of the World Trade Organization. Annexes I, II and III, as multilateral trade agreements, must be accepted by all members without any choice. So it is called a package agreement, or a multilateral trade agreement. Annex 4 belongs to the plurilateral trade agreement, and WTO members can choose to sign it, which means that signing the plurilateral trade agreement will not affect their qualifications as WTO members. The plurilateral trade agreements of the WTO are only binding on the signatories, and members can choose to participate voluntarily.
