The reform of school physical education curriculum is a qualitative sublation process of the original guiding ideology, objectives, contents, methods and evaluation of school physical education according to the needs of social and educational development. Taking 0/50 high school students with hearing disabilities in Shanghai School for the Deaf as the research object, this paper investigates their extracurricular physical exercise behavior and its influencing factors by means of questionnaire, literature, mathematical statistics and interviews. Through quantitative and qualitative analysis, it obtains their current characteristics in exercise time, exercise frequency, exercise intensity, exercise time, exercise place and exercise items. In addition, this paper makes a statistical analysis of eight dimensions that affect the extracurricular physical exercise behavior of high school students with hearing impairment, such as exercise attitude and exercise motivation, and discusses the specific factors that affect their extracurricular physical exercise behavior. The results are as follows: the present situation: most students express their willingness to participate in extracurricular physical exercise, but the proportion of choosing to participate in physical exercise in their leisure time is low; Regardless of gender, extracurricular physical exercise is mainly based on small amount of exercise; The exercise frequency and time of some students are still insufficient, and the exercise intensity of boys and girls mostly stays at a low intensity, especially girls. During the exercise period, the distribution of boys is more concentrated, while the distribution of girls is more scattered; The exercise items are diversified, but the routine sports such as ball games are still the main ones. School sports laws and regulations are an integral part of the national laws and regulations system. All kinds of laws and regulations are mandatory and binding within the prescribed scope of application, and they are all codes of conduct that people must abide by. It is of great significance for the state to formulate and implement school physical education laws and regulations, which is manifested in clarifying the status and role of school physical education in the form of laws and regulations to ensure the smooth development of school physical education; Fully protect the legitimate rights and interests of schools, physical education teachers and students in implementing physical education and receiving physical education; It is an important foundation to realize the transformation of school physical education management to scientific, standardized and legal management; This is the inevitable trend and result of the reform and development of school physical education in China.
