Sixth, the qualifications of athletes.
(A) competitive sports teenagers:
1. 5. Athletes transported by cities and states to provincial sports schools should register in pairs, and can participate in the provincial games on behalf of the transport unit.

(2) National Fitness Class
1. Athletes must meet the following requirements:
(1) Institutions of higher learning: Students' ID cards and student status certificates of participating schools are required.
(2) Ethnic minorities: they must hold the ethnic minority identity certificate issued by the Ethnic and Religious Affairs Bureau at or above the county level and the second-generation resident identity card issued by the public security department.
(3) Public security police: they must hold the work permit of the participating units and the second-generation resident ID card issued by the public security department.
(4) Farmers: they must be employed in local farmers, fishermen, farms (forest farms, tea farms and fruit farms), state-owned farms and township enterprises (including township individual industrial and commercial households), and hold the second-generation resident identity card issued by the public security department.
(5) Employees: Except for some group sports and dance events, employees who participate in other events must be at least 65,438+08 years old (see the competition regulations of each event for the date of birth), hold the work permit of the participating unit and the second-generation resident ID card issued by the public security department, and meet the requirements of individual regulations in 2065,438+03,65,438+00,65,438+.

Athletes must abide by the rules of individual competition in this Games.
4. Active athletes cannot participate in national fitness events.
5. Qualification registration and examination will be conducted in the following ways:
(1) Each project organizer is responsible for the qualification registration of national fitness athletes.
(2) The qualification examination of athletes shall be conducted by the individual competition committees by combining pre-competition examination with spot checks during the competition. Those who fail the examination and spot check will be disqualified.
(3) The real-name complaint system is adopted for the complaints about athletes' qualification objections.
Seven. Participation mode
(1) Provisions on the number of staff in the regimental headquarters of each delegation
1. Where the total number of athletes entering Jingzhou for the opening and closing ceremonies is less than 30 (inclusive), the staff of the delegation regimental headquarters shall not exceed 6 (including 1 head, 4 deputy heads and 1 staff).
2. Where the total number of athletes entering Jingzhou to participate in the main competition is more than 30 and less than 60 (inclusive), the staff of the delegation's regimental headquarters shall not exceed 10 (including the head 1 person, 7 deputy heads, the secretary 1 person and staff 1 person).
3. Where the total number of athletes who enter Jingzhou to participate in the main competition exceeds 60, each additional 10 (less than 10 is counted as 10) will increase 1 staff.
4. All-people fitness workers, enterprises and institutions must participate in 8 or more competitions before they can form a team (the number of regimental headquarters is no more than 4, including head 1 person, 2 deputy heads and staff 1 person). Units that fail to meet the required entry items are allowed to participate in individual competitions of the reported items.
5. Provincial College Students Sports Association, Provincial Minority Sports Association, Provincial Avant-garde Sports Association, Provincial Farmers Sports Association, Provincial Large Enterprise Sports Association, and Provincial Disabled Sports Association can organize groups (no more than 2 people at the regimental level, including the head 1 person and the staff 1 person) to participate in the activities of the main venue in Jingzhou.

2. The age of the athletes participating in the competition should meet the age stipulated in each event (subject to the second-generation ID card).
3. Athletes participating in the current provincial games must participate in no less than 2 official annual competitions of teenagers in this province (calculated on an annual basis).
4. The participating athletes can only represent one unit to participate in the competition of one age group, and they are not allowed to participate in the competition across age groups and events.

(3) National Fitness Class
1. Staff competitions are divided into local groups (cities, prefectures, municipalities directly under the Central Government and forest areas) and enterprises and institutions (industries, large enterprises and institutions).
2. Each organizer of the national fitness category shall arrange at least one project to enter the main stadium of Jingzhou for competition.
3. Athletes can only participate in one competition on behalf of one unit, and are not allowed to participate in cross-events or categories (for example, table tennis is not allowed to report badminton, and farmer China Chess is not allowed to report employee China Chess).

Eight, the competition method
(1) The latest competition rules and relevant supplementary provisions approved by the State Sports General Administration shall be implemented in all competitions.

(3) Competitive sports teenagers:
1. If there are less than 4 teams in each event, less than 6 people in a single event and less than 6 teams in a group (relay) have officially registered, the competition will be cancelled.

3. Basketball, volleyball and football events are officially registered (including Jingzhou). No preliminaries are held for teams below 8 (including 8 teams), and preliminaries are held for teams above 8.

(4) According to the presentation of "one place, one product" fitness activities by the participating units, the performance items will be rewarded with different characteristics. Anyone who is mercenary, falsely reports his age, cheats or pretends to be a soldier will be disqualified once verified. If the above phenomenon occurs in the youth competition of competitive sports, the gold medal and total score of the project will be deducted (deduction 1 case, the corresponding total score will be cancelled and accumulated; If the project does not win the gold medal, the number of gold medals and the corresponding total score will be deducted from the number of gold medals won by the delegation); If the above phenomenon occurs in the national fitness competition, the delegation will be punished with grade award and total score (1 will be punished with a corresponding grade award, and the accumulation of total score obtained by ranking will be cancelled); If the athletes who violate the rules fail to achieve results, the third prize and the total score obtained by the delegation will be deducted (a third prize will be deducted 1, and the final score will be deducted according to the project regulations, which will be calculated cumulatively). (3) Referees and arbitrators shall report 4 days before the start of the competition in this project and leave the meeting 1 day after the competition; Need to report in advance, must be approved by the organizing committee and the provincial sports bureau.
(2) National Fitness Class
1. First registration: All participating units must submit their entries to provincial contractors before August 3 1 and August 20 14. Second Registration: Each participating unit shall submit a formal registration form to the provincial organizers 30 days before the competition.
2. All units should report to the competition area on time according to the date specified in each individual item, and report in advance at their own expense.

Fifteen, the Arbitration Commission and the referee
(a) according to the characteristics and needs of the project, set up an arbitration commission to implement the relevant provisions.
(2) Referees of various sports youth events and provincial referees are nominated by the Sports Project Management Center of the Provincial Sports Bureau and reported to the Organizing Committee and the Provincial Sports Bureau for review and selection, while other referees are nominated by the organizers and reported to the relevant project centers for review and supplement. Referees and referees of national fitness events shall be selected through consultation between the Provincial Sports Bureau and the provincial organizer, and the referees shall be selected according to the allocated places.
Sixteen, funds (competitive sports teenagers)
(1) The basic food expenses of the project leaders, coaches and athletes shall be borne by themselves according to the relevant standards of the provincial games, and other expenses shall be borne by the organizing committee.
(2) If it is clearly stipulated in the competition rules of individual events that sports teams can report in advance, it shall be implemented according to the specific provisions. Register in advance at your own expense.
(3) During the provincial games, the organizing committee will provide work clothes for referees and arbitration commissioners, and bear the related expenses such as accommodation, travel expenses, local transportation expenses and remuneration.
17. Flags and costumes of delegations.
(1) Each delegation should bring its own national flag with its own color and font. The name of the unit (such as Wuhan) should be marked on the national flag, and the specification is 2×3 meters. Flagpoles should be prepared by the General Assembly.
(two) the requirements of competitive sports youth competition clothing shall be implemented in accordance with the relevant provisions of the competition rules and regulations of each project.

(a) the individual competition rules of each project are the supporting documents of the general rules of the competition, which are formulated by the provincial organizers and submitted to the Office of the Organizing Committee of the 14th National Games for approval before being uniformly issued and implemented. Nineteen. supplementary terms
(a) the general rules of this regulation shall be interpreted by the provincial sports bureau in conjunction with the relevant departments, and matters not covered shall be notified separately.
