The 18th National Congress of the Communist Party of China is a very important conference held in the decisive stage of building a well-off society in an all-round way. The theme of the conference is: hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development as the guidance, emancipate the mind, carry out reform and opening up, gather strength, overcome difficulties, unswervingly advance along the road of Socialism with Chinese characteristics, and strive for building a well-off society in an all-round way.
At this moment, we feel the same way: after more than 90 years of hard work, our party has United and led the people of all ethnic groups in China to turn the poor and backward old China into the increasingly prosperous and powerful new China, and the great rejuvenation of the Chinese nation has shown bright prospects. We are doubly proud of the great historical achievements created by the party and the people, doubly firm in the ideals and beliefs established by the party and the people, and doubly sober in the historical responsibilities shouldered by the party.
At present, the world, national conditions and party conditions continue to undergo profound changes, and the development opportunities and risks we face are unprecedented. The whole party must bear in mind the people's trust and trust, work harder and more seriously, continue to promote scientific development, promote social harmony, continue to improve people's lives and enhance people's well-being, and complete the glorious and arduous tasks entrusted by the times.
I. Basic summary of work in the past five and ten years
The five years since the 17th National Congress of the Communist Party of China have been five years in which we have courageously advanced on the road of Socialism with Chinese characteristics, and five years in which we have withstood all kinds of difficulties and risks and won new victories in building a well-off society in an all-round way.
The 17th National Congress of the Communist Party of China has made comprehensive arrangements for promoting reform, opening up and socialist modernization and realizing the grand goal of building a well-off society in an all-round way. In order to implement the spirit of the 17th National Congress of the Communist Party of China, the Central Committee held seven plenary sessions successively, and made decisions and arrangements on major issues concerning the overall situation, such as deepening the reform of administrative management system, promoting rural reform and development, strengthening and improving Party building under the new situation, formulating the 12th Five-Year Plan, and promoting cultural reform and development. In the past five years, we have successfully completed the 11th Five-Year Plan and successfully implemented the 12th Five-Year Plan, and made great new achievements in all aspects.
The economy developed steadily and rapidly. The comprehensive national strength has been greatly improved, and the annual GDP of 201/kloc-0 has reached 47.3 trillion yuan. Fiscal revenue has increased substantially. The comprehensive agricultural production capacity has improved, and grain production has increased year after year. New progress has been made in industrial restructuring and infrastructure has been comprehensively strengthened. The level of urbanization has been significantly improved, and the coordination of urban and rural regional development has been enhanced. Remarkable achievements have been made in building an innovative country, and major breakthroughs have been made in manned spaceflight, lunar exploration, manned deep diving, supercomputers and high-speed railways. The construction of ecological civilization has been solidly promoted, and resource conservation and environmental protection have been comprehensively promoted.
Significant progress has been made in reform and opening up. Rural comprehensive reform, collective forest right system reform and state-owned enterprise reform have been deepened, and the non-public economy has developed healthily. The modern market system and macro-control system have been continuously improved, and reforms in finance, taxation, finance, price, science and technology, education, social security, medicine and health, and public institutions have been steadily advanced. The open economy has reached a new level, with the total import and export volume ranking second in the world.
People's living standards have improved significantly. Efforts to improve people's livelihood have been continuously strengthened, urban and rural employment has continued to expand, residents' income has increased rapidly, family property has increased steadily, the conditions of food, clothing, housing and transportation have improved significantly, the urban and rural minimum living security standards and rural poverty alleviation standards have been greatly improved, and the basic pension for enterprise retirees has continued to increase.
New steps have been taken in building democracy and the legal system. Reform of the political system continued. Urban and rural people's congresses are elected according to the same proportion of the population. Grassroots democracy continued to develop. A socialist legal system with Chinese characteristics has been formed, and remarkable achievements have been made in building a socialist country ruled by law. The patriotic United front has been consolidated and developed. The reform of the administrative system deepened, and new progress was made in the reform of the judicial system and working mechanism.
Cultural construction has reached a new level. The construction of the socialist core value system has been further promoted, the reform of the cultural system has been comprehensively promoted, significant progress has been made in the construction of the public cultural service system, the cultural industry has developed rapidly, cultural creation and production have become more prosperous, and people's spiritual and cultural life has become more colorful. New achievements have been made in national fitness and competitive sports.
New progress has been made in social construction. The level of basic public services and the degree of equalization have been significantly improved. With the rapid development of education, free and compulsory education in urban and rural areas has been fully realized. The social security system has achieved remarkable results, the basic old-age insurance system in urban and rural areas has been fully established, and a new social assistance system has basically taken shape. Universal medical insurance was basically realized, and the basic medical and health system in urban and rural areas was initially established. The construction of affordable housing was accelerated. Strengthen and innovate social management to maintain social harmony and stability.
National defense and army building have opened up a new situation. Great achievements have been made in the military reform with China characteristics, the revolutionization, modernization and regularization of the armed forces have been promoted in an all-round way, the preparations for military struggle have been deepened, the ability to fulfill the historical mission in the new century and new stage has been significantly enhanced, and a series of urgent and dangerous tasks have been successfully completed.
Work in Hong Kong, Macao and Taiwan was further strengthened. Hong Kong and Macao have maintained prosperity and stability, and exchanges and cooperation with the mainland have reached a new level. Promote a major turning point in cross-strait relations, realize the comprehensive, direct and two-way "three links" between the two sides of the strait, sign and implement the framework agreement on cross-strait economic cooperation, form a pattern of all-round cross-strait exchanges, and create a new situation for the peaceful development of cross-strait relations.
New achievements have been made in diplomatic work. Firmly safeguard national interests and the legitimate rights and interests of China citizens and legal persons overseas, strengthen exchanges and cooperation with other countries, promote the reform of global governance mechanism, actively promote world peace and development, further improve their representation and voice in international affairs, and strive for a good international environment for reform and development.
Party building has been comprehensively strengthened. The construction of the Party's ruling ability and advanced nature has been continuously promoted, the ideological and theoretical construction has achieved remarkable results, the study and practice of Scientific Outlook on Development activities have achieved important results, and the Party's construction reform and innovation have taken important steps. Inner-party democracy has been further expanded. Important progress has been made in the construction of the contingent of cadres, and the work of talents has opened up a new situation. The activities of striving for Excellence and the construction of learning-oriented party organizations have been carried out in depth, and grassroots party organizations have been continuously strengthened. New achievements have been made in building a clean and honest party style and fighting corruption.
At the same time, we must be soberly aware that there are still many shortcomings in our work and many difficulties and problems on the way forward. Mainly: the problems of unbalanced, uncoordinated and unsustainable development are still outstanding, the ability of scientific and technological innovation is not strong, the industrial structure is unreasonable, the agricultural foundation is still weak, the constraints of resources and environment are intensified, there are many institutional and institutional obstacles restricting scientific development, and the task of deepening reform and opening up and transforming the mode of economic development is arduous; The gap between urban and rural regional development and residents' income distribution is still large; Social contradictions have obviously increased, and there are many problems that affect the vital interests of the masses, such as education, employment, social security, medical care, housing, ecological environment, food and drug safety, safe production, social security, law enforcement and justice, and some people have difficulties in life; In some fields, there are phenomena of moral anomie and lack of integrity; Some cadres don't have a strong sense of leading scientific development, some grass-roots party organizations are weak and lax, a few cadres in party member have shaken their ideals and beliefs, have a weak sense of purpose, have prominent problems of formalism and bureaucracy, and have serious extravagance and waste; Some areas are prone to negative corruption, and the situation of the anti-corruption struggle is still grim. We must attach great importance to these difficulties and problems and further solve them seriously.
The work in the past five years is an important part of the ten-year practice of building a well-off society in an all-round way since the 16th National Congress.
In the past ten years, we have firmly grasped and made good use of the important period of strategic opportunities for China's development, overcome a series of major challenges, and strived to push Socialism with Chinese characteristics to a new stage of development. Entering the new century and new stage, the international situation is changing, and the competition of comprehensive national strength is unprecedented fierce. We deepen reform and opening up, accelerate the pace of development, take the opportunity of joining the World Trade Organization, turn pressure into motivation, turn challenges into opportunities, and unswervingly push forward the process of building a well-off society in an all-round way. In the process of progress, we overcame the sudden SARS epidemic, conscientiously summed up China's development practice, accurately grasped the stage characteristics of China's development, timely put forward and fully implemented Scientific Outlook on Development and other major strategic ideas, and opened up a broad space for economic and social development. After 2008, the international financial crisis made the development of China encounter serious difficulties. We made scientific judgments, made decisive decisions and adopted a series of major measures, taking the lead in achieving economic stabilization and recovery in the world, and accumulated important experience for effectively coping with external economic risks and maintaining stable and rapid economic development. We successfully hosted the Beijing Olympic Games, Paralympics and Shanghai World Expo, won great victories in fighting serious natural disasters such as Wenchuan earthquake and post-disaster recovery and reconstruction, and properly handled a series of major emergencies. Under very complicated domestic and international situations, the Party and people have withstood severe tests, consolidated and developed the overall situation of reform, opening up and socialist modernization, improved China's international status, demonstrated the great superiority and vitality of Socialism with Chinese characteristics, and enhanced the pride and cohesion of the people of China and the Chinese nation.
In the past ten years, we have made a series of new historical achievements, laying a solid foundation for building a well-off society in an all-round way. China's total economic output has jumped from the sixth place to the second place in the world, social productivity, economic strength and scientific and technological strength have reached a big step, people's living standards, residents' income level and social security level have reached a big step, comprehensive national strength, international competitiveness and international influence have reached a big step, and the country's appearance has undergone new historical changes. It is generally believed that this is a period of sustained economic development, sound democracy, increasingly prosperous culture and social stability in China, and it is also a period of efforts to safeguard and improve people's livelihood and get more benefits for the people. We have achieved such historic achievements by the correct guidance of the Party's basic theory, line, program and experience, by the deep foundation laid since the founding of New China, especially since the reform and opening up, and by the United struggle of the whole Party and people of all ethnic groups.

Scientific Outlook on Development is the product of combining Marxism with the reality and characteristics of the times in contemporary China. It is a concentrated expression of Marxist world outlook and methodology on development. We have made new scientific answers to such important questions as what kind of development and how to develop it under the new situation, which has raised our understanding of Socialism with Chinese characteristics's law to a new level and opened up a new realm of the development of Marxism in contemporary China. Scientific Outlook on Development is the latest achievement of Socialism with Chinese characteristics's theoretical system, the crystallization of the collective wisdom of China Productivity Party, and a powerful ideological weapon to guide all the work of the Party and the country. Scientific Outlook on Development, together with Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, is the guiding ideology that our Party must adhere to for a long time.
Facing the future and thoroughly implementing Scientific Outlook on Development is of great practical significance and far-reaching historical significance for upholding and developing Socialism with Chinese characteristics. Scientific Outlook on Development must carry out the whole process of China's modernization and embody all aspects of Party building. The whole party must more consciously take promoting economic and social development as the top priority in thoroughly implementing Scientific Outlook on Development, firmly grasp the economic construction as the center, persist in concentrating on construction and development wholeheartedly, focus on grasping the law of development, innovate development concepts, solve development problems, thoroughly implement the strategy of rejuvenating the country through science and education, strengthening the country through talents and sustainable development, accelerate the formation of development methods and institutional mechanisms that meet the requirements of scientific development, continuously liberate and develop social productive forces, and continuously realize scientific, harmonious and sustainable development. We should more consciously take people-oriented as the core position of thoroughly implementing Scientific Outlook on Development, always take the realization, maintenance and development of the fundamental interests of the overwhelming majority of the people as the starting point and the end result of all the work of the party and the state, respect the people's initiative, safeguard the people's rights and interests, and constantly achieve new results in realizing that the fruits of development are shared by the people and promoting their all-round development. We should more consciously take comprehensive, coordinated and sustainable development as the basic requirement for thoroughly implementing Scientific Outlook on Development, fully implement the overall layout of five-in-one economic construction, political construction, cultural construction, social construction and ecological civilization construction, promote the coordination of all aspects of modernization, promote the coordination of production relations and productivity, superstructure and economic base, and constantly explore the civilized development path of production development, affluent life and good ecology. We should more consciously take overall planning as the fundamental way to thoroughly implement Scientific Outlook on Development, persist in proceeding from reality, correctly understand and handle the major relations in Socialism with Chinese characteristics's cause, make overall plans for reform, development and stability, internal affairs, foreign affairs and national defense, governing the party, the country and the army, make overall plans for urban and rural development, regional development, economic and social development, harmonious development between man and nature, domestic development and opening to the outside world, give overall consideration to the interests of all parties, fully mobilize the enthusiasm of all parties, and strive to form a situation where each can do his best.
Emancipating the mind, seeking truth from facts, advancing with the times and seeking truth from facts are the most distinctive spiritual essence of Scientific Outlook on Development. The development of practice, the understanding of truth and the innovation of theory are endless.
