Shenzhen is connected with Huizhou mountains and seas. Later, Shenzhen was separated from Huiyang area and upgraded to a prefecture-level city, and Huizhou was also upgraded from a county-level city to a prefecture-level city, which governed some cities and counties in the original Huiyang area.
