Township (town) people's governments and neighborhood offices are responsible for organizing and carrying out the national fitness work in their respective jurisdictions. Fifth city and county (city, district) sports authorities are responsible for the national fitness work within their respective administrative areas.
City, county (city, district) other relevant departments and social organizations shall, in accordance with their respective responsibilities, do a good job in national fitness work. Sixth city, county (city, district) sports authorities and other relevant departments should carry out regular national fitness education and publicity, enhance fitness awareness, carry forward health concepts, and improve fitness literacy.
Newspapers, radio, television, internet and other media should publicize scientific, civilized, healthy and safe sports fitness items and methods, publish and broadcast public welfare sports fitness content, and create a positive and healthy social atmosphere for national fitness. Article 7 The people's governments of cities and counties (cities, districts) and their competent sports departments shall, in accordance with the relevant provisions of the state, commend and reward the units and individuals that have made remarkable achievements or made outstanding contributions in organizing national fitness activities.
Encourage citizens, legal persons and other organizations to provide sponsorship and donations for national fitness. Chapter II National Fitness Facilities Article 8 National fitness facilities include public sports facilities and school sports facilities, sports facilities in residential areas, business sports facilities and sports facilities of state organs, enterprises, institutions and other organizations, and other buildings, venues and equipment used for national fitness activities. Ninth city and county (city, district) sports authorities shall, in conjunction with natural resources, planning and other departments, organize the preparation of special plans for public sports facilities, which shall be incorporated into the overall planning of land and space after approval by the people's government at the same level.
City, county (city, district) people's governments shall incorporate the land for the construction of public sports facilities into the annual land use plan, make overall planning and make rational layout.
The competent department of natural resources and planning shall reserve space for the construction of sports facilities in accordance with the relevant provisions of the state, province and city when organizing the preparation of the controlled detailed planning of the residential area, clarify the requirements for land use location, scale and planning control, and solicit the opinions of the competent sports department at the same level.
The use of state-owned land for the construction of public sports facilities can be obtained by allocation upon approval according to law. The planning, design and completion acceptance of public sports facilities shall be attended by the sports authorities at the same level. The planning and design of urban public sports facilities shall solicit the opinions of the municipal sports authorities. Tenth city and county (city, district) people's government shall, according to the relevant national, provincial and municipal planning, build public sports facilities in accordance with the following requirements:
(a) cities and counties (cities, districts) should be equipped with public stadiums, gymnasiums, national fitness activity centers, swimming pools, skating rinks, sports parks, stadiums and fitness squares.
(two) towns (streets) should build national fitness square, basketball court, football field, fitness trails, indoor multi-functional fitness venues and other national fitness facilities.
(three) the village (community) should build indoor fitness venues, outdoor fitness squares, equipped with national fitness facilities.
(four) the new residential community should be equipped with at least one non-standard football field and facilities, and the existing urban communities should be equipped with community football fields and facilities according to local conditions. Conditional city blocks should be equipped with standard football facilities. Article 11 The people's governments of cities and counties (cities, districts) shall make rational use of parks, squares and other open spaces to build open-air ball sports venues, make full use of urban academies, marginal areas, land attached to roads and bridges, and areas on both sides of roads to build national fitness facilities, and effectively use old factories, warehouses, old commercial facilities and idle spaces such as roofs and underground buildings to build national fitness venues.
The people's governments of cities and counties (cities, districts) support the construction of sports parks with an area of not less than 65,438+10,000 square meters.
New construction and renovation of urban parks and green spaces shall be equipped with national fitness facilities in accordance with the planning requirements. Article 12 New construction, reconstruction and expansion of residential areas shall be combined with urban transformation, and supporting public sports facilities shall be planned and constructed in accordance with the service scope of residential blocks 15 minute living circle, 10 minute living circle, 5 minute living circle, four-level public facilities and the relevant provisions of the state, province and city.
When the land use right of residential projects is publicly sold, the planning conditions after soliciting the opinions of the sports authorities and the non-operating supporting public sports facilities built and sold according to laws and regulations shall be published as land use conditions and incorporated into the transaction documents.
New residential areas should be equipped with national fitness facilities in accordance with the standards stipulated by laws, regulations and the state, and should be designed, constructed, accepted and delivered simultaneously with the main project of residential areas, and misappropriation or occupation is prohibited. If the built residential area fails to build sports facilities according to the regulations, it should transform the space outside the residential area according to local conditions, build public sports facilities and increase public sports venues.
City, county (city, district) natural resources and planning, sports departments shall, in accordance with the relevant provisions of the state, province and the city, formulate planning and design requirements and construction guidelines for public sports facilities in residential areas.
