In 2007, Sanya municipal government decided to build Hubaoling area into an open public welfare urban forest park serving the public. Build hiking trails, sightseeing and fitness facilities, gradually transform mountain vegetation, enhance the image and taste of the city, provide citizens with climbing, fitness, sightseeing and recreation space, give full play to the comprehensive functions of forests, and strengthen the protection of forest resources.

Hubaoling is located in the east of Lin Chun section of Fenghuang Road, Sanya City, adjacent to the upper reaches of Lin Chun in the north and conch farm in the east. The mountain is generally north-south, with the highest elevation of 195.6 meters. It has a unique geographical location, convenient transportation, high vegetation coverage and high altitude, and can enjoy the whole city of Sanya.

According to the design scheme, the park covers a total area of 2800 mu, which is divided into south slope and north slope according to the ridge, of which the north slope 1500 mu and the south slope 1300 mu. According to the nature and functional requirements of urban forest park, Linchunling Forest Park is divided into six areas: main entrance area, fitness area, administrative area, ecological sightseeing area, sightseeing area and ecological conservation area.
