Is the gym pre-sale card legal?
It is not illegal to pre-sell fitness cards. However, if the operator fails to inform the consumers who have paid the advance payment in advance and make proper arrangements, fails to provide goods or services as agreed, and cannot get in touch with them, it is regarded as fraud.

Legal basis:

Article 28 of the Regulations on the Protection of Consumers' Rights and Interests in Jiangsu Province, if an operator issues a single-purpose prepaid card to provide goods or services, the consumer has the right to demand a refund within 15 days from the date of payment without any reason, and the operator may deduct the reasonable expenses arising from providing the goods or services. If the business operator fails to provide goods or services as agreed, it shall fulfill the agreement or return the advance payment according to the requirements of consumers. If it is not consumed, it will be refunded in full and bear the interest on the advance payment; If they have already spent, they shall deduct the amount they have spent according to the original preferential scheme, give a refund and bear the interest on the refunded part. Where an operator suspends business or changes its business premises, it shall notify the consumers who have paid the advance payment one month in advance and bear the responsibilities in accordance with the provisions of the preceding paragraph. If the business operator fails to inform the consumers who have paid the advance payment in advance and make proper arrangements, fails to provide goods or services as agreed, and cannot contact them, it shall be deemed as fraud.
